Position Summary

Portland Community College is accepting applications for an HR Recruitment Consultant to join our Human Resources team at the PCC’s Downtown Center. This is a crucial role, that ensures PCC’s recruiting and hiring processes and practices are inclusive and equitable, to attract and engage a strongly qualified, diverse applicant pool. The Recruitment Consultant is accountable for managing requisitions which result in the hiring of employees to provide equitable success for all students.

The HR Recruitment Consultant partners with hiring departments, managers and screening committees to develop effective recruitment and screening strategies; produces impactful job postings to welcome, attract and engage candidates to PCC; and ensures intentional best practices are utilized throughout the screening and hiring process. The Consultant will be knowledgeable of PCC’s programs and departments, including their hiring needs, and will advise in the development of recruitment strategies to meet those needs. In addition to reviewing applications for qualifications, the incumbent sources candidates in support of their assigned departments, both directly and in alignment with PCC’s Diversity Recruiter.

We are looking for a candidate with strong skills in time management, attention to detail and accuracy, who brings expertise in employment recruiting, and infuses inclusion, equity and diversity in their work.

Candidate Profile

  • Expertise as an employment recruiter; demonstrating successful responsibility and accountability for the overall process, the results, and any required compliance and documentation
  • Experience advising hiring departments on recruiting options and strategies, and assisting in the development, execution, and assessment of customized recruitment plans
  • Demonstrated knowledge of best practices in recruiting and recruitment marketing
  • Able to show strong communication, intercultural and interpersonal skills to effectively deliver complex information to a variety of employee and management levels
  • Demonstrated commitment to diversity, equity and inclusion in their professional experience; in both their approach to the work, and in the outcomes/impact
  • High level of integrity and ability to maintain confidential information
  • High level of attention to detail and accuracy
Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).
  • High School Diploma or G.E.D.
  • College level course work in Human Resources, Business Administration or related field (Relevant experience may substitute for the college level course work.)
  • Two years of experience working in human resources recruiting or staffing
Preferred Qualifications
  • Experience in an HR role in a unionized or regulated employment environment
Position Grade F Starting Salary Expectations Minimum $50,140 to the range mid-point of $61,420. Placement generally will not exceed the mid-point, based on qualifications, experience and internal equity. Position Grade Salary Range $50140 to $72703 Annual Salary FTE 1 PCC Benefits

PCC currently fully funds the Oregon Public Employees Retirement System (PERS/OPSRP) pension and contributes an additional 6% into the employee's Individual Account Program under PERS/OPSRP. After one year of management or confidential service, PCC also provides a 2% contribution to a 403(b) account for eligible management and confidential personnel. PCC offers a tax deferred annuity program and a deferred compensation program where employees may save additional pre-tax dollars for retirement.

Additionally, PCC provides a tuition waiver for you, your spouse/domestic partner, and dependent children under 24 years of age, as well as partial tuition reimbursement for full-time employees at other accredited institutions.

Working Conditions and Physical Requirements Work is generally performed in an office environment, with frequent interruptions and irregularities in the work schedule. Frequent reaching, sitting, walking, and standing may be required.
