About Pellissippi State Community College

Pellissippi State Community College is one of 40 institutions in the Tennessee Board of Regents system. Position Summary: The overall purpose of this job is to provide hands-on full stack application development and maintenance for the College. The position researches, recommends, implements and maintains web-based applications integrated with a variety of data sources using modern web scripting languages, databases, and client and server-side programming. This job requires the ability to translate the College’s procedures and business needs into client-friendly functions across forward-facing and internal web-based, responsive, and database driven websites. The position provides technical expertise in business analysis, pre-design services, programming, planning, and providing designs, specifications and other technical documentation.

Essential Functions:

70% Design, develop and maintain web-based, responsive, and database driven websites and web applications that support all areas of the college including preparing scope documents, recommending standards for development, designing/building database applications with object oriented programming in a web-platform language using client-side languages (e.g. Javascript/Jquery, XML, CSS) and server-side languages (e.g.PHP, Groovy Grails, Java) and creating interactions and interoperability between disparate web applications via JSON and other APIs.

10% Serve as team member of various cross-functional teams to explore and improve upon existing systems and technologies working collaboratively with teams that includes directors, analysts, the college webmaster, marketing, media developers, and others to meet project requirements. Develop project plans and provide project management expertise, creating and managing workflows for development and integration projects.

Assist in application administration, integration and acceptance testing, support the development of training and implementation material, participate in the implementation, and provides post-implementation support.

10% Troubleshoot problems and create documentation for applications for maintenance and updates

10% Reviews code submitted by student workers/interns.

Job Requirements:

· High school diploma with 5 years of full-time related experience

· Associate’s degree with 3 years of full-time related experience

· Bachelor’s degree with 1 year of full-time related experience

Part-time work experience is calculated at 50% credit of full-time work experience

Preferred Qualifications:

· Exposure to Apache2/Linux server environments

· Experience with Javascript Frameworks (e.g., Angular)

· Experience with developing for publishing platforms (e.g., WordPress)

· Experience with software testing and software development life cycle and the use of source code management tools (e.g., git)

· Familiar with React Native or Electron

· Experience with Oracle databases including building queries and reports

· Confidence and Experience with model view controller architecture

Skills/Abilities :

· Experience/training in modern web application programming languages including: HTML, CSS, PHP, SQL, PL/SQL, Javascript, JQuery, JSON

· Knowledge of modern Web Accessibility guidelines - Section 508 Guidelines and WCAG (Web Content Accessibility Guidelines), Accessible Rich Internet Applications (ARIA), Cascading Style Sheets (CSS) and responsive web design

· Experience with Transaction - safe relational database development (MySQL, MSSQL, etc.)

· Confidence and experience with API protocols and schemas such as REST and SOAP

· Excellent technical troubleshooting skills

· Excellent interpersonal and communication skills

· Ability to manage multiple priorities, meet deadlines, work both independently and on teams, and perform job functions with minimal supervision

· Ability to translate end-user requirements into effective application designs

Key Result Areas: User satisfaction that problems are being solved in a timely manner and the developer is proposing continuous improvements to our web-based applications and sites.

Complexity & Creativity:

The position requires a great deal of analytical and technical skill. It also requires a significant amount of creative thinking to integrate layers of information seamlessly all while working within the parameters of the College and TBR policies, procedures and mission. The ability to problem solve and remain flexible is essential. This position is highly technical with a prescribed set of skills centered in creating and maintaining accessible web based applications for employees and students.

Nature of Contacts:



The interactions will be to provide or get information to understand use cases and application needs as well as explain options and solutions that can be built or developed within the parameters of the college technical infrastructure and business processes. External contacts will be to understand technical parameters and functions of vendors to interoperate with college systems.

Pay Rate: $49,090 - $61,020/per year. Pay will be determined based on related work experience above required. To be considered in determining pay, all related work experience must be listed on the application.
