The University of Maryland, Baltimore (UMB) is currently seeking a Senior Administrator to join the Department of Neurology. The Senior Administrator will report formally to the Chair of the Department of Neurology and work in close collaboration with the Vice Chairs and Division Chiefs of the department including the Chief Corporate Officer of Faculty Physician’s, Inc. This position serves as the department’s “Chief Administrative Officer” and has the overall responsibility for the business management and implementation of clinical and research programs for the Department.  The Senior Administrator is charged with managing finances, operations, human resources, and facility needs and direct oversight of the Department Administrative Leadership Team. This position reports directly to the Chair of the Department who maintains final decision-making authority for all policies within the Department.

The Department of Neurology provides evaluation, treatment, and care for patients suffering from a wide range of neurological disorders including stroke, epilepsy, multiple sclerosis, Parkinson’s disease, amyotrophic lateral sclerosis (ALS), and migraine. We provide care through our inpatient and consultative services, our designated Comprehensive Stroke Center, our Level 4 Epilepsy Center, our 22-bed Neuro-Critical Care Unit, and our busy outpatient practice. The Department also provides state-of-the-art rehabilitation services. A number of departmental faculty received grant funding from the National Institutes of Health and the Veteran’s Administration to study the role of genetics in stroke, epilepsy, and Parkinson’s disease, new brain imaging modalities in multiple sclerosis, biomarkers in multiple sclerosis, and neurodevelopmental disorders such as autism and intellectual disability. Many faculty are lead investigators in clinical trials to identify new therapeutic approaches for a broad range of neurological disorders.

Primary Duties:

  • Provides strategic leadership, oversight, and management over all aspects of the day-to-day administration of the Department of Neurology. May represent the Chair in various meetings and venues. Supervises administrative leadership team.
  • Manages administrative matters related to the development of new and existing programs.  Conducts on‐going, in‐depth analyses of operational functioning within the Department of Neurology, develops and implements new or amended procedures as needed. Develops quantitative metrics to measure the financial and operational impact of decisions and actions. Oversees all office and research space assignments and prioritization of capital requests, including equipment and space renovations.
  • Advises the department and institution on fiscal matters. Ensures department fiscal solvency through a reliable system of expenditure and revenue management. Provides support to Division Heads in managing and monitoring individual financial management issues. Prepares budget and monitors fiscal performance and recommends corrective action where appropriate. Prepares and analyzes monthly financial reports. Provides accurate up-to-date financial and clinical performance information to Department Chair and Division Heads to support the successful financial management of the department.
  • Oversees departmental human resource activities including, but not limited to, recruitment, interviewing, selection, visa management, salary analysis and sourcing, disciplinary actions, leave administration, employee engagement, and performance evaluations of staff, faculty, trainees, and fellows.
  • Creates and develops business plans and models and proposes changes associated with funding lines, departmental research activities, clinical activities, and faculty compensation where appropriate. Helps to educate Division Heads in management and strategic planning for research and clinical programs.
  • Directs the administration of the research enterprise within the department; directs grant administration and accounting. Recommends and develops new grant funding and supports the preparation of major research proposals from a financial and administrative perspective. 
  • Directs, manages, and supervises the department’s billing and revenue cycle operations.
  • Provides administrative direction to the educational programs of the department under the direction of the Chair; supervises appropriate staff.
  • Provides administrative direction to the research support of the department; under direction of the Chair, ensures compliance with institutional guidelines and state and federal laws.
  • Work closely with the senior leadership of the University of Maryland Medical Center in Neurology program development and performance. Works with hospital administrators and leaders in numerous regional hospitals regarding Department of Neurology faculty contracting and operations.
  • Establishes and maintains working relationships with organizational peers, serves on committees, ensures that department responds to institutional requests and completes projects in a timely fashion.
  • Ensures compliance with University of Maryland, Baltimore Policies and Procedures. Ensures compliance with University Faculty Physicians, Inc, Policies and Procedures, particularly in the area of professional fee billing compliance.
  • Performs other duties as assigned.
  Qualifications - External

Education: Bachelor’s degree in business administration, public administration, finance, marketing, accounting, human resources, or other related field. Master's degree preferred.

Experience: Nine (9) years of experience in administrative and financial operations with at least three (3) years’ experience in managed care, medical practice or a related clinical environment.

Supervisory Experience: Five (5) years of direct supervisory or management experience.

Other: Annual financial disclosure required by Maryland State Law.

Certificate/Licensure: Clinical Research Associate (CRA) or Certified Public Accountant (CPA) preferred.

Ability to perform complex strategic planning and resource allocation.
