Rutgers, The State University of New Jersey, is seeking an Assistant Vice President, Research Regulatory Affairs for the Office for Research (AVP). As part of the Office for Research, the AVP develops, maintains, and provides oversight for all University research to ensure compliance with federal, state, local and University policies and regulations This oversight involves the provision of essential operational support for research-related activities that span all campuses of the University. Reporting to the Vice President for Research Administration, Dr. José Román, the AVP has a direct line responsibility for the directors of HSPP, Export Control, and Research Integrity.

The next AVP will be tasked with several key priorities centered around create an operation that supports research at a premier public research center, ensuring the highest level of documented compliance with regulatory requirements by:

  • Advancing business improvements projects (i.e. revisioning and reorganization, systems integrations) initiated within three Regulatory Offices (IRB, Export Control, and Research Integrity).
  • Deepening and developing strong partnerships with the Office of the Chief Compliance Officer and other compliance functions and offices throughout the University, ensuring greater integration of efforts, policies, procedures, and systems.
  • Leading an effective response to the growing concern associated with undue foreign influence.
  • Helping to develop a university-wide documented training process focused on regulatory compliance and research integrity.

 

Core responsibilities of this position including the following:

  • Lead and manage critical research activities in the administration of research regulatory affairs with respect to Institutional Review Board/Human Subjects Protection Program (IRB/HSPP), Research Integrity and Export Control, as well as conflict of interest management and responsible conduct of research training.
  • Provide comprehensive support to faculty for continued expanded research activities and to the success of research funding, which contributes to increased revenue for the University and faculty, while ensuring the highest level of integrity in the conduct of research at Rutgers University.
  • Work with leaders of the respective units to ensure compliance of University researchers and programs with all relevant regulations; reviews and advocates for resources to facilitate operations of these units.
  • Lead the external agreements, including but not limited to service agreements with RWJBarnabas Health, a strategic partnership aimed at jointly operating a word-class academic health system.
  • Through thoughtful collaboration and results-oriented problem-solving, facilitated and maintains relationships with key collaborators to ensure excellence in service.
  • In partnership with key collaborators across the University—develop comprehensive regulatory affairs strategies ensuring that Rutgers maintains a culture of research compliance and integrity (ensuring a high-performing culture of Responsible Conduct of Research).
  • Architect policies, procedures, systems, staffing plans, infrastructure, and trainings that support responsible research and compliance with all regulatory and other requirements.
  • Liaise with other university compliance officers and stakeholders, including the Office of the Chief Compliance Officer, to ensure the highest level of integration, efficiency, and effectiveness in policy, procedures, and processes that support regulatory compliance.

The ideal candidate will have the following professional and personal qualities, skills, and characteristics:

  • Prior experience as a change manager with the ability to evaluate organizational structures as well as process efficiencies that better align outputs and customer service with the needs of the University. 
  • Strong operational skills, with a focus on effectively and efficiently developing productive workflows for departments/organizations operating with high levels of research activity.
  • Demonstrated experience in strategy and policy development and a track record of providing high-level customer service to sponsors and researchers within an academic environment. 
  • Strong personal and professional integrity. 
  • Excellent interpersonal skills as well as political astuteness and ability convey a sense of energy, openness and optimism with a collaborative, consensus-building, yet decisive management style. 
  • Use of personal vehicle in order to travel for business demands; a valid driver’s license would be required for this position.
  • Master’s degree. 
  • A minimum of ten (10) years of experience with research regulatory affairs, at least five of which have been in a leadership/management position in an academic health sciences or health care institution.
