Position Summary:

Are you a recent law school graduate or current legal professional who is interested in a career in higher education? Do you have 2 years of experience conducting civil rights or compliance-based investigations?

Reporting directly to the Executive Director for Equity Compliance (ED), the Civil Rights/Title IX Investigator is responsible for inquiry and investigation of protected-class harassment and discrimination complaints. Key duties and responsibilities include conducting investigations into matters of bias, discrimination, and harassment related to students, faculty, staff or visitors in compliance with federal and state laws and University policies and procedures. With case-related guidance from the ED, the Investigator is responsible for their caseload, partnering with school designees throughout the investigation process, conducting legally sufficient investigations, meeting established timelines and treating all constituents engaged in the complaint process with sensitivity and neutrality. Investigation duties include, but are not limited to, analyzing reports to identify applicable policy and potentially related violations, identifying and interviewing parties and witnesses, gathering and securing relevant documentation, drafting detailed reports that effectively summarize and analyze the evidence gathered, and participating in University proceedings related to complaint resolution. The Investigator also responds to inquiries about policies and processes overseen by the Equity Compliance Office (ECO), assists with informal resolution, and aids in the annual review of University policy and procedures related to federal and state civil rights laws of these matters. The position is also responsible for aiding the ED & Assistant Director and Training and Support Resources Coordinator in meeting the University's training and education obligations. Additional duties as assigned.

Minimum Qualifications:

Bachelor's Degree from an accredited four-year college or university and 2 years of experience conducting investigations in the areas of compliance, civil rights or a similar field or a J.D.

Articulated knowledge of federal laws and regulations pertaining to students, faculty, and University staff in an educational setting, such as Title IX, VAWA, Clery Act, Title VI, Americans with Disabilities Act, Section 504 of the Rehabilitation Act, Title II, FERPA,Title VII, and other state laws.

Experience in conducting sensitive and confidential investigations, managing party and witness interviews, and using sound investigation techniques. Ability to handle confidential information, including information from individuals who may be experiencing distress with the utmost discretion and sensitivity.

Excellent attention to detail, strong oral and written communication skills, and an ability to produce high-quality written work product.

Experience working with Microsoft office or related computer software to complete work tasks.

Preferred Qualifications:

While not everyone may possess all of the preferred qualifications, the ideal candidate will
bring many of the following:

J.D. or advanced degree in student affairs, higher education, public administration, criminal justice, psychology or related field.

Two or more years of experience conducting civil rights investigations or investigation experience in the areas of secondary or higher education or investigation experience with a governmental/administrative agency (e.g. Equal Employment Opportunity Commission, Ohio Civil Rights Commission).

Expert level knowledge of federal civil rights laws including case law and agency interpretation with a demonstrated ability to conduct legal analysis and reach legally sound determinations.

Experience in the higher education environment interacting with students and administration and/or experience in working collaboratively with a broad range of constituents, including faculty, staff, students, law enforcement and others.

Training in handling issues related to sex or gender-based violence or experience conducting trauma informed investigations involving claims of harassment/discrimination based on sex, including sexual harassment, sexual assault, relationship violence and stalking.

Effective problem solving skills and an ability to act independently, take initiative and exercise sound judgment.

Demonstrated ability to successfully prioritize work assignments and exercise good time management skills.

Strong presentation skills and experience in organizing and conducting formal presentations.

Special Instructions to Applicants:

A federal court on December 7, 2021, issued a ruling that suspends the COVID-19 vaccine requirement that applies to federal contractors nationwide. With this development, the University will pause any enforcement action against employees who have not complied with the requirement to be fully vaccinated by Dec. 8, 2021 or to have requested an exemption to maintain their employment status.
