Job Summary

Reporting to the Director of Application Development, the Manager of Application Development analyzes and develops the software needs of the District and manages a staff of computer programmers.

Essential Duties and Responsibilities

Performance Requirements
  • Works with customers on the feasibility and design of new applications as well as new functionality for existing applications
  • Designs, develops, programs, and manages the implementation of new applications, integrations, and changes to existing applications
  • Leads, supports, manages, supervises, and evaluates the daily workflow of application programming staff; hires, trains, and schedules staff as needed
  • Assures that all applications meet security and usability guidelines
  • Tests application software for accuracy and completeness based on users’ specifications
  • Verifies all documentation for accuracy and completeness
General Supervision and Management
ERP Web Application Programming Manager
  • Manages and maintains the ERP web development environment
  • Develops and maintains custom web applications, APIs, and services to enhance and extend the ERP system
  • Responsible for the oversight and development of all technical requirements pertaining to the platform and web programming staff

ERP Application Programming Manager
  • Manages and maintains the ERP development environment
  • Develops and maintains custom ERP applications and integrations to enhance and extend the ERP system functionality
  • Responsible for the oversight and development of all technical requirements pertaining to the platform and ERP programming staff
Service Excellence
  • Participates on behalf of the College in external community organizations and associations
  • Completes all required training and professional development sessions sponsored through Tarrant County College ( TCC )
  • Supports the values of the College: diversity, teaching excellence, student success, innovation and creativity, and service to the College
  • Supports the mission, values and 3 goals and 8 principles for the College
  • Attends the workplace regularly and follows a work schedule to keep up with the demands of the worksite
Performs other related tasks as required.


SUPERVISION – Works under the general supervision of the Director of Application Development.

Required Education, Experience, Certifications, Licensures
  • Bachelor’s degree and four (4) years of application programming; or any equivalent combination of education, training, certification, and related experience
  • Two (2) years of experience supervising (e.g., managing and evaluating the performance of others) or equivalent experience
Desired Education, Experience, Certifications, Licensures
  • Experience in a higher education IT environment
Knowledge, Skills and Ability
  • Knowledge of application development methods and technology
  • Knowledge of Oracle, Oracle PL/ SQL, .Net. C#. Blazor, JavaScript, GIt
  • Knowledge of Azure – APIM, Application Gateways, DevOps, CI/CD, Service Bus
  • Skilled in excellent customer service and interpersonal skills with diverse populations
  • Ability to establish and maintain effective work relationships
  • Ability to present information effectively to internal/external contacts, such as students, staff, supervisors, vendors, auditors, and board members
  • Ability to work effectively in a collaborative environment and a setting that is diverse and urban
  • Ability to delegate work appropriately to staff to meet College and campus deliverables
  • Ability to use computer applications and enterprise systems, including proficiency with word processing, spreadsheet, and presentation software
