Summary/Objective

The Budget Specialist is responsible for initiating and reviewing day-to-day financial transactions and human resource transactions. This position assists with the development, review, and monitoring of all operational accounts. The Specialist conducts regular reviews of operating budgets (expense and revenue) to ensure that financial transactions are completed successfully and accurately. The incumbent reviews financials and ensures compliance with KSB and University policies.

Essential Functions
  1. Process of Financial Transactions: Under the supervision of the Financial Operations Manager, this position reviews and initiates requests for financial actions, such as travel reimbursements, purchase orders, disbursements and requisitions prior to submission to the Controller’s Office. The position reviews financial transactions to ensure compliance with KSB and University policies and procedures. Reviews financial transactions for budgetary compliance and brings any potential issues to the Financial Operations Manager’s attention.
  2. Review of Accounts: Conducts regular reviews of operating budgets (expense and revenue) to ensure that financial transactions are completed successfully and accurately. Reconciles expenses against University Financial System and ensures internal documents are updated accurately on a monthly basis. Provides reports to Financial Operations Manager and Assistant Dean for regular account reconciliation, year end and special projects. Follows up with Financial Operations Manager or Assistant Dean for Finance and Operations to report any inconsistencies or errors.
  3. Process of Human Resources Transactions: Under the supervision of the Financial Operations Manager, this position reviews and initiates HR actions, such as position postings, full and part time hiring actions, stipend actions and wage changes. The position tracks a master list of part time and work study payments. The position reviews human resource related transactions to ensure compliance with KSB and University policies and procedures. Reviews human resource transactions for budgetary compliance and brings any potential issues to the Financial Operations Manager’s attention.
  4. Other Duties: Submits deposits to Campus Bank. Assist the Financial Operations Manager and Assistant Dean for Finance & Operations on special projects as assigned.

Required Education and Experience
  • BA in business or the equivalent in training, education and experience
  • 2 years of financial experience in accounting and/or budgeting required.
Additional Eligibility Qualifications
  • BA in business or the equivalent in training, education and experience and 2 years of financial experience in accounting and/or budgeting required.
  • Strong Excel skills required.
  • Knowledge of Microstrategy BI and Ellucian Colleague finance system a plus.
  • Excellent verbal, written and interpersonal skills.
