Description/Job Summary

Reporting to the Vice President for Student Affairs, the Director of Financial Aid (DFA) is a dynamic and dedicated professional responsible for overseeing a seamless financial aid operation and providing superior service to a diverse group of financial aid applicants, their families, and members of the Baltimore City Community College (BCCC) Community. The DFA supports and actively participates in the college’s major initiatives for process improvement in rendering financial aid student services.

The DFA serves as a member of the Student Affairs Leadership Team (SALT), contributes to Strategic Enrollment Management (SEM) planning, and is responsible for the implementation and execution of financial aid advisement, policies, procedures, and guidelines. The Director manages the distribution of funds to applicants and enrolled students in compliance with current federal, state, and institutional guidelines. The Director is responsible for maintaining Title IV Participation Agreement with the U.S. Department of Education and ensures compliance. Further, the Director works in concert with The Registrar and other personnel in overseeing the appeals process for Satisfactory Academic Progress (SAP). The Director of Financial Aid must be well versed in ensuring quality customer service and delivery of student aid to a diverse student population, participating in strategic initiatives to support enrollment goals, overseeing quality assurance activities, and sharing responsibility in working with an integrated student information system.


  • Oversees the day-to-day operations of the department including hiring, training, evaluating, and supervising full and part-time staff.
  • Prepares, administers, and manages the operating budget and expenditures related to the department and performs analysis and reporting to support decision-making.
  • Represents the College on and off campus to prospective students, parents, secondary school counselors and other individuals or organizations involved in the college selection process.

  • Directs and supervises Financial Aid Office professionals and support staff who deliver financial aid to students.
  • Researches, develops, recommends, administers, documents, and evaluates all financial aid processes.
  • Prepares and submits complete and accurate funding applications and reports to federal, state, agency, and institutional entities by required deadlines.
  • Establishes and maintains effective communications and service delivery with internal and external customers of the Financial Aid Office.
  • Enhance the overall automation of office processes and procedures.
  • Develops and/or review institutional policies and procedures needed to comply with regulatory compliance requirements for federal and state financial aid.
  • Monitors the expenditures, reconciliations, and other funds activities in all financial aid programs.
  • Works with senior management to ensure adequate financial resources to achieve current and future student objectives.
  • Develops and executes strategic plans to position initiatives and personnel to achieve financial aid and institutional objectives.
  • Develops and oversees departmental budget to ensure fiscal resources and expenditures satisfy office needs, goals, and priorities.
  • Determines the technological needs of the Financial Aid Office and contribute to the acquisition of what is needed.
  • Stays current on all federal, state, and institutional regulations and policies.
  • Supervises employees—including interviewing, performance management, hiring, and training.
  • Leads staff in interpersonal coaching strategies, financial aid planning and conflict resolution.
  • Provides oversight of department activities to develop and achieve annual goals, including budgeting and planning.

Required Qualifications

  • Bachelor’s Degree.
  • Five (5) to seven (7) years of progressive leadership experience in financial aid.
  • Experience should include a minimum of Five (5) to seven (7) years of supervisory experience.
  • Career experience should demonstrate progressive responsibility in the administration of financial aid which also includes program development and evaluation.
Preferred Qualifications
  • Master’s Degree.
  • Ten (10) years of supervisory experience.
  • Ten (10) year of leadership experience in finance aid.
  • Higher education experience.
  • Federal or State agency financial aid experience.
