General summary/purpose:

Proposal Manager is a member of the New Program Development (NPD) Unit, and responsible for managing all phases of the proposal development lifecycle – leads through transition of awards. The Proposal Manager works and collaborates across the organization with Resource Development Finance, Global Human Resources, Global Program Operations (GPO) and Technical Leadership Office (TLO) staff, to ensure the successful completion and responsiveness of Jhpiego’s proposals that are supported by a wide range of funding sources. This position serves as the proposal manager for both prime and sub proposal opportunities. The Proposal Manager ensures regular engagement and communication with country offices, program and technical staff, reading and analyzing relevant documents to understand background information, monitoring activities of competitors, identifying potential partners and donors and preparing responsive and winning proposals. The Proposal Manager will be assigned a geographic region and in this role, will maintain a close working relationship with the GPO regional director and country directors on all aspects of new program development –funding opportunities, competition, partners as well as the entire proposal lifecycle. The Manager may supervise staff, consultants, and interns.

Responsibilities:

  • Manage prime and sub proposals throughout the development process and serve as point of contact for proposal team members to answer questions both within the organization and with subcontractors, partners and donors as appropriate
  • Serve as regional liaison among NPD, GPO and TLO
  • Identify and track potential opportunities aligned with Jhpiego’s core competencies.
  • Conduct research, and collect and analyze information about donors, partners and competitors to assist in facilitation of informed bid/no bid decisions
  • Participate in or lead pre-bid proposal preparation including, but not limited to partner negotiations (when Jhpiego is prime and when seeking sub role), working with country office directors and their staff to effectively build relationships with donors, collect intelligence, track competition, recruit staff, etc.
  • Enable and mentor proposal team members on best practices in project and technical design utilizing logical or conceptual frameworks to ensure proposals are technically sound, responsive, highlight Jhpiego’s achievements, evidence, lessons learned and innovative approaches
  • Develop proposal writing outlines, calendars and manage proposal teams to deliver on time results and responsiveness to donor requirements
  • Support the technical writer by drafting, editing and synthesizing proposal content and ensuring appropriate linkages among programmatic approaches, performance monitoring plan, staffing, management, workplan timelines, etc.
  • Liaise with Jhpiego departments to engage programmatic and technical experts
  • Coordinate writing inputs from partners, working with content specialists across Jhpiego
  • Analyze technical, business, and human risk and inform management as appropriate
  • Work with HR to recruit and identify staff for overseas positions
  • May supervise staff, consultants, short-term personnel on tasks, such as, pre-bid efforts, and proposal preparation to enable them to effectively work with proposal teams
  • Liaise with Publication office to finalize copy editing and formatting of proposal content for submission
  • Coordinate, facilitate and document internal proposal debriefs and donor debriefs
  • Facilitate transition of awarded projects to implementation team
  • Capture existing proposal content, relevant donor feedback and program results to present in future proposals
  • Adhere to all NPD processes and procedures and participate in orientation sessions for new NPD staff
  • Other duties as assigned

Minimum qualifications (mandatory):

  • 5+ years combined proposal management throughout the lifecycle and program management experience in international development
  • Demonstrated success in securing funds from government and other donors
  • In-depth understanding of current global health donors, particularly USG
  • Understanding of global health priorities and development approaches
  • Advanced degree in public health or related experience
  • French or Spanish language skills preferred
  • Ability to self-manage, multi-task and prioritize in faced paced environment
  • Demonstrated organizational and analytical skills
  • Strong decision-making skills and results-oriented approach
  • Strong oral, written and presentation skills
  • Demonstrated analytical, organizational and decision making skills
  • Field-based experience preferred
  • Proficient in MS Office and online resources
  • Ability to travel independently, particularly in developing countries

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
