Job Summary
Promotes the most effective use of college funds in the acquisition of assigned commodities and services. The position assists with the evaluation of market conditions and trends and planning specific short and long-range commodity objectives, assists faculty and staff in defining needs and developing alternative solutions as required, develops and investigates sources of supply and manages necessary processes to seek competitive pricing and maximize value, directly procures, materials, equipment, supplies, and services, assists with reviewing contracts for goods and services.
1. Directly procure materials, equipment, supplies and services - Process requisitions to purchase orders. Assure accuracy of orders based on department needs. Confirm vendor receipt of order and follow-up on orders as necessary.
2. Develop and investigate source of supply and manage necessary processes to seek competitive pricing and maximum value - Depending on type of request for commodity and/or service, conduct sourcing using various bid processes in accordance with federal, state, and board of trustee policies. Ensure commodity or service is procured at the greatest value available to the College.
3. Establish and review contracts for goods and services - Review new and existing contracts for goods and services available to the College and apply where appropriate. Identify existing situations where the creation of a contract would provide additional value to the College. Administer existing contracts via vendor/department follow-up, contract audit, etc.
4. Customer service - Exhibit excellent customer service and maintain professional relations with all internal and external clients and vendors.
Required Qualifications
Two years post-secondary education or equivalent.
Minimum of three years purchasing experience in a related environment.
Commitment to accuracy and attention to detail.
Strong organizational skills, flexibility and ability to work simultaneously on numerous projects with varying deadlines.
Proficiency with Microsoft Office Suite (Word, Excel, Outlook).
Proficiency with ERP (Enterprise Resource Planning) software such as Banner.
Preferred Qualifications
Bachelor’s degree in related business field.
Experience developing formal and informal RFQs (Request for Quotations), RFBs (Request for Bids), and RFPs (Request for Proposals) to source goods and services.
Contract review, analysis skills, and negotiation skills.
Higher education purchasing, public, or government purchasing experience.
Knowledge of business law and Kansas statutes applicable to college procurements.
Familiarity with Public Purchasing and Public Cooperative Purchasing contracts such as Omnia, State of Kansas, NIGP, NASPO, Sourcewell, E&I.
Familiarity with supplier diversity and socioeconomic programs across the public purchasing landscape.
Any of the following certifications: Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), Accredited Purchasing Practitioner (APP), or Certified Purchasing Card Professional (CPCP).
