Position Summary:

The Human Resources (HR) Data Specialist, under the supervision of the HR Data Analyst, is accountable for performing the transactional management, analysis, and review of the CORE-CT Human Resources Management System (HRMS) and Enterprise Performance Management (EPM) for twelve community college campuses, Charter Oak State College, and the System Office representing 6400+ non-represented Management/Confidential, unclassified and classified bargaining unit employees in the Connecticut State Colleges & Universities (CSCU) System.

Supervision Exercised:

As a key member of the Center of Excellence (COE) for Compensation, Benefits, and HR Administration, the HR Data Specialist will report to the HR Data Analyst and will serve as the primary CORE-CT HRMS & EPM data processor for all HR transactional and data elements pertaining to community colleges, Charter Oak State College, and the System Office.

The HR Data Specialist will have no supervisory responsibility and may, at times, work in partnership with part-time Educational Assistants.

The position provides significant support to the Director of HR Strategy, Regional HR Managers, and Campus HR Generalists. This position also may work closely with the DAS/CORE-CT Team.

Minimum Qualifications:

Associate’s Degree in Human Resources Management, Business Management, Public Administration, or a related field and at least one to three (1-3) years’ prior experience in the principles, practices, and techniques of Human Resources or data analysis.

Successful Candidate must have or must possess:
  • · Knowledge of CORE-CT HRMS and EPM/STARS.

  • Ability to utilize technology to access and analyze data and maintain records. Demonstrated strong proficiency in the use and application of MS-Excel.

  • Ability to work with technical and non-technical personnel at various levels of the CSCU organization and communicate technical information in a clear and concise manner with demonstrated ability to modify content based on the audience.

  • Strong interpersonal, oral, and written communication skills, with the ability to deal effectively with a wide variety of individuals from diverse backgrounds and provide quality customer service.

  • Strong problem-solving skills including the ability to collect and analyze information.

  • Ability to interact with cross functional teams to exchange information, share ideas, and create a positive and productive team dynamic.

  • Ability to maintain confidentiality.

Preferred Qualifications:
  • Experience with student populations similar to those served by CT State Community Colleges.
  • Experience leading cross departmental programs/projects in higher education.
  • Experience with best practices for instructional/curriculum design using multiple modalities and pedagogical approaches.
Example of Job Duties:

1. Collects, processes, compiles, and analyzes CSCU HR data through the application of the CORE-CT HRMS and CORE-CT Enterprise Performance Management (EPM) / STARS systems and in accordance with Management/Confidential Personnel Policy and Collective Bargaining Agreements. This is accomplished during the life cycle of CSCU employees from hire thru retirement/termination, ensuring timely and accurate employee data entry and updates. Responsible for employee data files.

2. Completes monthly CORE-CT HRMS data audits for the Colleges and System Office to maintain or enhance data integrity across the system particularly in the areas of new hires, benefits, leave administration, position & job data management, promotions, transfers, compensation increases, retirements, and union status changes.

3. Performs data analytics through the use of CORE-CT EPM/STARS and in the preparation of standard and/or ad hoc HR reports, templates and data queries. Documents procedures for future reference and implementation of continuous process improvements and best practice initiatives in the collection, analysis, and presentation of data. Maintains an HRMS data repository and data integrity.

4. Participates in CORE-CT HRMS Team-sponsored training when appropriate and available.

5. Provides CORE-CT HRMS technical support to the Director of HR Strategies, Regional HR Managers, and campus HR Generalists.

6. Performs other related duties as assigned.

Starting Salary:

$62,003- $93,005 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits.
