Position Description:
This is a full-time, benefited position dependent upon availability of funds. Current funding expires 2023 with prospects for renewal. POSITION SUMMARY: The Senior Project Manager is a senior-level community ambassador and project manager directing and supporting cross-organizational project teams working to improve outcomes in cradle to career learning and development in Monterey County. Reporting to the Partnership Director, the Senior Project Manager conceives, designs, plans, budgets, funds and manages large-scale projects designed to achieve improvement in racial equity gaps by changing systems, policies and programs. This leader interacts with a highly diverse set of stakeholders, from youth and grassroots groups through community leaders and philanthropists and requires cultural awareness and adaptability. This individual must be entrepreneurial; able to start-up projects and collaborations from scratch and able to lead through influence, securing commitments from multiple groups and organizations to share accountability for improvement goals, share data and resources, and implement solutions together. ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following: 1) Conceives, Designs and Plans Large-Scale, Change Management Projects and Builds Coalitions
  • Serves as a thought leader to plan custom-designed, change management projects that apply action research, root cause and factors analyses, design-thinking and other methods of improvement science
  • Conceives projects from scratch; develops project concepts, plans project start-up and forms coalitions of stakeholders to support the project
  • Designs change-making strategies appropriate for the system, organization or policy undergoing change
  • Develops a strong case for change, impact analyses and cost-benefit analyses that influences system owners, investors and beneficiaries of the change


2) Designs and Orchestrates Stakeholder Engagement, Shared Goals and Accountabilities
  • Conducts outreach, builds relationships, and designs engagement experiences for diverse stakeholders, including youth and families of color, grassroots, community-based organizations (CBO's), presidents, directors and CEO's of organizations and educational institutions, educators, counselors, program staff in CBO's, philanthropists and subject-matter-experts
  • Designs processes that lead to the establishment of shared improvement goals and shared resources, commitments, and accountabilities among stakeholders
  • Orchestrates the engagement of different voices, points of view, and talents during multiple project phases that engages the highest and best use of people's time, insights and talent, and contribution toward project goals
  • Establishes tracking that monitors and communicates success toward shared goals
  • Organizes shared project funding, staffing, and costs; drafts partnership agreements as appropriate
3) Plans and Implements Project Measurement, Data Analysis and Research, in Collaboration with the Data & Research Manager
  • Plans how to measure project processes, success and outcome-level impact; including pre-post measures of bias and assumptions, learning and development, commitments to change, and many child, youth and family outcomes
  • Gathers data from partner organizations; analyzes data; produces graphs and infographics that make insights gleaned from data easy to understand and accessible in all stakeholders
  • Implement data sharing agreements, as needed
  • Produce final project reports, including measurement outcomes and research findings; produce white papers and project summaries
4) Recruits, Hires/Engages, and Manages Project Team Members from Various Organizations, Consultants and Contractors
  • Designs team roles and responsibilities; budgets team member time
  • Recruits people into the project, including negotiating time of staff from multiple organizations
  • Recruits and retains consultants and contractors; initiates scope of work and contract agreements; oversee services and quality
  • Resolves obstacles and human resource issues throughout the project
5) Budget & Accounting Management
  • Plans budgets in collaboration with multiple project partners, factoring in multiple income sources and contingencies
  • Collaborates with others to write grant and gift proposals and attracted needed income to projects Manages project accounting and reviews expenses monthly to ensure cost control
  • Produces status and financial reports for partners and investors

6) Applies Project Management Rigor to Skillfully Implement Large-Scale Projects and Ensure Success
  • Maintains full accountability for projects achieving their goals, on time, and on budget
  • Oversees projects to ensure quality experiences, amble resources and teamwork
  • Applies project management practices to projects, at all phases, to ensure rigor, accountability and quality
  • Conducts work breakdown structures, resource loading and plan timelines, milestones and deliverables
  • Maintains and controls tasks lists for all delegated responsibilities
  • Monitor engagement, relationships, motivation and achievements of team members; resolves obstacles they encounter.
  • Engages project sponsors and maintain status communication with all stakeholders

7) Relationship and Influence Management
  • Serves as a lead community ambassador, relationship-builder and influencer on behalf of the Bright Futures Partnership, among diverse community groups
  • Using influence to attract people and commitments to change-making projects
8) Group Process Facilitation
  • Applies advanced, group process facilitation skills to many different types of groups and situations
  • Facilitates many forms of group decision-making
  • Navigates project teams and stakeholder groups through processes that cultivate, trust, accountability and high productive meetings
Other Functions
  • Perform other job-related duties and special projects as assigned

PHYSICAL WORK ENVIRONMENT

This position requires working on campus with students, staff, and faculty. The health and safety of our students, faculty, and staff remain our highest priority. In the fall, students, faculty, staff, and the community can expect that masks will be encouraged and that the appropriate degree of social distancing will be in place in all areas based on evolving guidance. Additionally, all students, faculty, and staff are encouraged to be vaccinated before coming to campus. CSUMB will communicate more information about vaccination requirements and testing protocols when the details become available. Minimum Qualifications:
Experience:
  • Bachelor’s degree
  • 8 years of prior, related work experience
  • 3 years managing change in complex projects pertaining to social or organizational systems, education or learning and development systems, or related areas
  • 3 years fiscal accountability for a department or large projects
  • 3 years of experience with hiring, training and delegation, and full accountability for performance of direct reports and team success
  • Demonstrated ability to lead and motivate others through influence, and do so with diverse stakeholders, from grassroots to community leaders
  • Knowledge of, and experience implementing improvement science practices, including applied action research, root cause and factor analysis, design-thinking or other related improvement practices.
  • Fluency in Microsoft Office products

Preferred Qualifications:
  • Knowledge and experience pertaining to social justice, equity concepts, and systems change to eliminate racial and equity inequities
  • Past experience applying the Collective Impact theory of change
  • Bilingual Spanish & English
  • Master’s degree in organization development, social sciences, or related field
  • Prior experience managing innovation and change pertaining to learning, education or human behavior
  • Prior experience interfacing with educators and the education systems
  • Lived experience in an education pathway in the Monterey Bay region; attended local schools and colleges

Compensation and Benefits:
The University Corporation is committed to providing our employees with a comprehensive program that rewards efforts that are appreciated by your colleagues, students, and the customers we serve. The monthly hiring range for this position is $6,500 - $7,333. This is a salaried position and as such is not eligible for the overtime provisions of the Fair Labor Standards Act. Benefits include medical, dental, vision, and life insurance, contributory retirement plan, TSA (403b), 13 paid holidays per year, and other benefits. Corporation positions are “at-will” employment.
