Economic Development Programs Manager

The Office of Economic Development is seeking anEconomic Development Programs Manager who functions as a part of the Office. The Johns Hopkins anchor strategy is predicated upon, and plays a critical role in driving forward, the institution’s commitment to strengthening the City of Baltimore and neighborhoods around our campuses, while at the same time advancing our economic development portfolio and enriching the mission and work of the institution. This role will also work closely and partner with the Office of Work, Life & Engagement which sponsors and delivers programs and activities that encourage longevity of staff members, facilitate community outreach, educate the Hopkins community of the importance of philanthropy, and foster a positive spirit among faculty, staff, and retirees.

In support of this mission, the Economic Development Programs Manager will have direct responsibility for the Johns Hopkins Neighborhood Fund, the Johns Hopkins Takes Time for Schools Program, the annual Adopt-a-Student Uniform Drive, and the Adopt-a-Family/Adopt-a-Senior and Vernon Rice Turkey holiday programs. The incumbent will share the responsibility of overseeing a variety of additional community outreach programs, and he/she will indirectly support the Live Near Your Work Program, relocation services, and the Johns Hopkins University United Way of Central Maryland Giving Campaign. This position reports directly to the Director of Economic Innovation and Strategy.

Specific Duties & Responsibilities:

Economic and Community Development Initiatives

  • Play a lead project role across a portfolio of economic development and community development projects.
  • Take on a role of a “connector” across different teams and initiatives, with both internal and external audiences on community strategic community-facing initiatives that represent leadership’s economic development priorities.
  • Represent the institution to key program-related internal and external constituencies, as appropriate on committees related to economic and community development.
  • Review grant proposals; provide clear, concise, and insightful written analyses and recommendations for funding, including drafting and editing proposal summaries and progress reports for review by Administration and Foundation leadership.

Johns Hopkins Neighborhood Fund (JHNF)

  • Manage and lead all communications and processes for prospective JHNF recipients, including communicating individually with non-profits about program requirements and eligibility, holding an annual pre-application workshop, and preparing notification letters to both recipients and non-recipients.
  • Collect, review, and compile applications from non-profit organizations applying for grant money from the JHNF. This includes determining if eligibility criteria are met.
  • Serve as liaison to the JHNF Allocation Committee which includes preparing agendas and reports, setting timelines, distributing application materials to committee members, and assisting with the allocation of funds.
  • Collect and review impact reports throughout the funding cycle to ensure funds are expended properly, and prepare a summary presentation for the JHNF Oversight Committee.
  • Function as liaison between the JHNF and United Way of Central Maryland to execute and disburse funds.

Johns Hopkins Takes Time for Schools (JHTTFS)/Annual Adopt-a-Student Uniform Drive

  • Act as liaison to the Baltimore City Public School System (BCPSS) and to individual schools to identify and promote volunteer opportunities.
  • Educate the JHU community about and build support for the program, including special outreach to managers and supervisors on criteria for staff participation.
  • Actively promote volunteer opportunities which include school beautification projects, in-class support, and city-wide days of service (e.g., Read Across America Day).
  • Verify staff eligibility, track employee involvement, and prepare participation reports.
  • Lead and manage the annual Adopt-a-Student Uniform Drive, an initiative to raise donations to assist families with the cost of mandatory BCPSS uniforms.
  • Assist Director of Worklife and Community Programs in an effort to expand volunteer opportunities beyond BCPSS.

Adopt-a-Family/Adopt-a-Senior and Vernon Rice Turkey Holiday Programs

  • Work with local social services agencies to receive referrals for families, seniors, veterans, and adults with disabilities facing hardship during the holidays.
  • Lead communications to recruit individuals and departments within the Johns Hopkins community who will “adopt” community members and assist them in the form of household supplies, toys,
  • grocery gift cards, and more.
  • Coordinate the collection of donated items from Johns Hopkins contributors and delivery to partnering social services agencies.
  • Manage the annual Vernon Rice Turkey program which raises donations to provide families in need with healthy meals for Thanksgiving and the December holidays.

Additional Community Outreach

  • Promote community outreach activities and involvement that enhances the university’s awareness of and connections to the surrounding community. Implement strategies and programs to support community giving and volunteerism and integrate them into a university culture that maximizes human resource potential and productivity. Specific initiatives include:
  • Red Cross Blood Drives
  • Professional Clothing Drives
  • Hopkins Nights (e.g., Hopkins Night at Camden Yards)
  • Discounts to local attractions

The Candidate Must Be Able to

  • Professionally represent Johns Hopkins and the Office of Work, Life and Engagement in communications and interactions with external partners.
  • Identify strategic promotion of programs and services, consult with stakeholders, and build consensus in divisions for increased participation and success.
  • Conduct periodic programmatic reviews and make recommendation of changes/improvements to Director of WorkLife and Community Programs.

Internal & External Contacts

  • Internal: Present information to, and interact regularly and build consensus with units and departments across Johns Hopkins University. Contacts are vice-presidents, deans, department chairs, faculty, directors, senior staff, support staff, and retirees. Other internal contacts include Johns Hopkins Health System leadership members assigned to the annual Johns Hopkins Medicine United Way campaign team.
  • External: Establish, develop, and maintain contacts/relationships with numerous non-profit organizations, Baltimore City Schools (both central administration and individual schools), United Way of Central Maryland, and other community partners such as the Red Cross and Baltimore Orioles.

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree required
  • At least 3-5 years of experience working with or in non-profit organizations or in a higher education environment.
  • Fundraising experience, with preference towards workplace giving programs.
  • Experience planning and running events.
  • Experience with the grant process (grant review, allocation of funds, ongoing monitoring of funds expended).
  • Experience in a team environment working collaboratively towards a common purpose.

  • Ability to manage multiple programs, budgets, services, people, and resources.
  • Ability to initiate, enhance, and maintain internal relationships with members of the university community.
  • Ability to work with internal and external contacts to solve problems, provide resources, and enhance programs.
  • Ability to assess community resources and needs and identify community stakeholders.
  • Ability to plan and think strategically, including research and analytical skills.
  • Ability to make presentations and speeches; act as an internal and external spokesperson for projects.
  • Ability to function both autonomously and as part of a team.
  • Ability to plan and lead events.
  • Knowledge of communities surrounding Johns Hopkins Baltimore campuses.
  • Knowledge of university’s culture, traditions, climate and values, as well as policies, programs and procedures.
  • Strong written and verbal communication skills.
  • Strong organizational and time management skills.

Computer or Other Special Needs:

  • Proficient with Microsoft Office Suite and internet use and research.
  • Demonstrated experience in learning new applications.
  • Comfortable with heavy use of email to conduct business with internal and external partners.

Physical Requirements:

  • Must be able to lift and carry objects, less than 50lbs; stand for extended periods of time; and move from campus to campus and travel to off-campus partner locations and offices.
