Program Description

The Educational Opportunity Centers program provides counseling and information on college admissions to qualified adults who want to enter or continue a program of postsecondary education. The program also provides services to improve the financial and economic literacy of participants. An important objective of the program is to counsel participants on financial aid options, including basic financial planning skills, and to assist in the application process. The goal of the EOC program is to increase the number of adult participants who enroll in postsecondary education institutions.

Position Overview:

The Project Manager (100%) will function as an operational administrator and oversee project activities, ensuring the alignment of project objectives with daily practices: 1) reviews of service provision, 2) community partnership returns on investment, 3) strategic progression toward objectives. Facilitates communication between administrators, faculty, staff, and project participants concerning project and/or services. Maintains relevant databases to ensure accurate and accessible records. Prepare reports summarizing statistical data or describing program objectives and accomplishments. Prepare reports summarizing statistical data or describing program objectives and accomplishments.

Department Specific Essential Job Functions:
  • Administers efficacy assessments to determine effectiveness and quality of service provision; Develops a network of community partners maximized for best fit to participant needs; conducts ROI analysis on participant/partner engagement.
  • Assesses progress toward objectives; provide guidance to the Project Director for directional shifts.
  • Provides training to project staff and partners based on gap areas in project s and participant feedback.
  • Analyzes data for tracking and monitoring project objectives and goals for the quarterly and annual reports.
  • Administers grant services and facilitates workshops.
  • Collects, organizes, and enters data.
  • Assists Director to keep, track and audit participant files and records.
  • Assists Director to monitor timely completion of all project objectives.
  • Supervises and monitors project staff.
  • Works to communicate and inform understanding of the objectives of the program to external stakeholders.
  • Prepares reports and implements policy and procedures.
  • Performs other related duties as assigned.

Qualifications

Qualifications/Experience Required:
Bachelor's degree in related field to the position plus 3+ years of relevant experience or 7+ years of equivalent work experience that provides knowledge of and exposure to fundamental theories, principles, and concepts. Demonstrated application of expertise in a chosen field to achieve results. Experience working with individuals who identify with historically excluded communities, at-risk youth, English language learners, adult learners.

Qualifications/Experience Preferred :

Master’s degree in education/related field. Four-year minimum experience in an education setting. Experience in information technology or related field. Demonstrated ability to work well with diverse adult learner populations. Excellent communication skills. Ability to work well with peers, supervisor, faculty, staff, and adult learners. Ability to supervise, organize, and coordinate support. Background similar to target population. Experience working with clients from adult rehabilitation, department of health & human services, adult basic education, women & family shelters, homeless youth.

Knowledge/Skills/Abilities:
Excellent oral and written communication skills and organizational skills. Excellent mechanical, computing, and networking skills. Ability to supervise, organize, and coordinate personnel assigned to project. Excellent computer proficiency: Microsoft Office Word, Excel, Access, PowerPoint, Microsoft 365. Ability to work independently, handles multiple tasks simultaneously, and interacts professionally with all segments of the University community. Ability to maintain confidentiality. Must be detail oriented.
