A master’s degree in public administration, public health, education, business, the social sciences, or the humanities is required. Position Summary
The Carl Vinson Institute of Government at The University of Georgia invites applications for a Public Service Faculty position in the State Services and Decision Support Division’s Survey Research and Evaluation Unit. The position involves consulting with local government officials, the state legislature, state agency staff, non-profits, and private groups; and preparing monographs, reports, datasets, and other publications that address practitioner/policymaker needs, with an emphasis on evaluation. This position will report to the Unit manager of the Survey Research and evaluation unit in the State Services and Decision Support Division and will spend considerable time working directly with state and local officials, both elected and appointed, and staff. Thus, it is critical that the candidate possess the desire, ability, and expertise necessary to interact in a very positive and supportive manner with these important clients of the Institute of Government. The position will be available January 1, 2022 and carries rank in the public service faculty career ladder of the University. The successful candidate will have primary responsibility for research and evaluation projects involving state and local governments.

Responsibilities:
  • Consult with faculty within CVIOG on evaluation related projects including needs assessments, outcome, and process evaluations.
  • Provide cost estimates and assist in budget preparation for evaluation related activities.
  • Assess evaluation designs including logic models, evaluation questions, data collection methods, and reporting proposed by clients and staff
  • Supervise and mentor professional staff in the evaluation field.
  • Consult with Institute faculty in planning, organizing and conducting field evaluations and technical assistance projects based on evaluation findings.
  • Assume responsibility and provide leadership to an evaluation team and on evaluation projects including literature reviews/background research, logic model and measurement model design, instrument design and development, focus group and interview protocol development, data collection of both qualitative and quantitative data, data cleaning and analysis, presentation of and discussion with clients about findings, preparation of interim and final reports with clients.
  • Design and moderate focus groups and in-depth interviews including data analysis using specialized qualitative software tools
  • Collaborate with clients and faculty on the presentation of projects and reports, dissemination of research methods and results in written reports, publication in professional journals, and presentation of methods and findings in a wide variety of venues.
  • Maintain proficiency in computer technology including website development, data collection tools including databases and online tools, and data security issues related to data privacy of longitudinal data.
  • Keep abreast of current evaluation methods and developments in the field, including developmental evaluation, utilization-focused evaluation, mixed-methods designs, and mechanisms for improving all evaluation designs.
  • Stay actively engaged with the evaluation community through involvement in national organization and regional organizations.
  • Keep up to date on evaluation research conducted in Georgia and nationally, including peers around the state working on similar projects and potential opportunities for collaboration.
  • Establish and maintain effective working relationships with state and local clients. Ensuring client satisfaction with project team and progress to develop long-term client relationships.
  • Provide ongoing support to state and local government agencies in developing competitive grant applications by providing on-going technical assistance regarding evaluation design and development and providing an evaluation resource for funded grants.
Additional Requirements
The successful candidate will be appointed at the rank of Public Service Assistant, Public Service Associate, or Senior Public Service Associate.

A Ph.D. in public administration, public health, education, business, the social sciences, or the humanities is preferred. Detailed knowledge of and a demonstrated background in program evaluation, survey research, quantitative and qualitative research methods is preferred. The successful candidate must have significant expertise in program evaluation; statistical analysis; quantitative, qualitative, and mixed- research methods, and applied research. In addition, the successful candidate will have subject matter expertise in criminal and juvenile justice, criminal and juvenile justice reform, and best practices in evidence-based interventions.

The ideal candidate will have at least eight years of experience working with state and local agencies or not-for-profits in a research or evaluation setting. In addition, the successful candidate will possess superb research, analysis, writing, and presentation skills.

A strong background in mixed-methods research design, data collection and analysis are essential. Project management, budgeting and report writing are key skill sets as well. Experience working with state and local governments and government related agencies is crucial. An understanding and familiarity with secondary datasets is desirable and survey research and/or evaluation experience is required. Preferred Knowledge, Skills, Abilities and/or Competencies
The ideal candidate will have:
  • Knowledge of quantitative and qualitative evaluation methods and data analytic strategies and comfort with a mixed methods approach which incorporates both into all projects.
  • Knowledge of multivariate statistical techniques and advanced qualitative analysis required.
  • Knowledge of and ability to implement all components of evaluation from process evaluation through outcome evaluation and the breadth of evaluation focus beyond program evaluation for a range of settings including programs, policies, and system evaluations.
  • Ability to make evaluation and research approachable and understandable to audiences at all levels.
  • Ability to contribute to scholarly research through publication and presentation.
  • Ability to communicate with a wide variety of audiences and speak to classes, colloquia and community groups.
  • Ability to support evaluation needs for a variety of state and local government agencies.
  • Ability to respond to requests and inquiries about evaluation from state and local governments.
  • Ability to respond to requests for evaluation services from state and local governments.
  • Ability to participate in professional conferences and continuing education activities.
  • Ability to prepare reports and articles for technical, research, and non-technical audiences suitable for publication in a range of venues.
  • Ability to adapt to client’s needs and real-world demands to creatively implement appropriate evaluation approaches.
  • Ability to take initiative independently and to work with a team as required.
