The Moore Center for the Prevention of Child Sexual Abuse is part of the School. The mission of the Center is to support and conduct research that advances our understanding of child sexual abuse, educates policymakers and the public and cultivates partnerships with organizations to develop proven strategies that prevent child sexual abuse. We believe that everyone shares the responsibility for prevention, and everyone benefits when children remain safe from abuse.

We are seeking an Outreach Director (Program Officer) who will be a strong conceptual and strategic thinker who will work closely with colleagues at the Center and across our national and global network to conceive and execute powerful campaigns driven by strategic communications. They will design and implement a national and international strategy in collaboration with the Communications Director and other Center staff as well as external experts and consultants.

The goal of these strategies will be to increase funding and advance effective interventions to prevent child sexual abuse, and the strategy work will be initially concentrated at the state and national levels within the US and the European Union. It is also possible there may be several countries targeted within the European Union. Our strategy will also involve ensuring that Center faculty and staff are continuing to serve on national and international panels, committees, and task forces to encourage the implementation of effective child sexual abuse prevention policy and practice.

Specific Duties & Responsibilities:

The Outreach Director responsibilities will include:

  • Providing vision, leadership and counsel for the Center’s efforts, including ensuring an integrated strategy and communications plan that supports the Center’s important role in both changing perceptions and furthering understanding of child sexual abuse with an emphasis on prevention as well as increasing funding for child sexual abuse prevention efforts in the US and EU.
  • Representing the Center while engaging with collaborating organizations, government officials, academics, advocates, and others in the policy community.
  • Leading on shaping special events to advance strategy.
  • Evaluating the Center’s progress against the intended strategy outcomes and leading on adapting as required to changing external circumstances.
  • Shaping and managing the international strategy budget.
  • Hiring and managing relevant consultants internationally to advance the work in the European Union and elsewhere.

Minimum Qualifications (Mandatory):

  • Master’s Degree (M.A., MHS, MPH) required.
  • Three years related experience required.
  • Additional relevant experience and/or training may substitute for some education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications:

  • Experience in public health and/or child sexual abuse prevention is preferred.
  • Minimum of 5 years designing and implementing campaigns and advancing policy work inside the US and the European Union or other international settings.
  • Outstanding management and planning skills, including the ability to handle multiple projects simultaneously in a decentralized environment.
  • A Master’s Degree in Public Policy, Communications or Political Science is a plus but not required.

Special Knowledge, Skills & Abilities:

  • Fluency in other languages such as French, German and/or Spanish is a plus but not required.

Budget Authority:

  • The Outreach Director may share budget authority with the Director for elements of ongoing funded projects that include outreach aims.

Duration of Position:

  • The position is funded for five years as of 2021; contracts are renewed annually.

Telecommuting:

  • Hybrid option.

JHU Equivalency Formula:  30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
