Located in Greater Boston, MassBay is a comprehensive, open-access community college offering associate degrees and certificate programs on three campuses in Wellesley Hills, Framingham, and Ashland, Massachusetts.
Position Summary:
The ideal candidate will join a vibrant and inclusive educational community, and have a desire and ability to work with a diverse population. Reporting directly to the Assistant Vice President of Enrollment Management, the Registrar is responsible for the direction, as well as the management of all services, operations, budgets, and personnel in the Office of the Registrar and is the custodian of all student information system records. Interprets and insures compliance with records policies of the Department of Higher Education, as well as institutional policies and procedures and insures that all functions of the office are performed according to standards established by the regional higher education accreditation commission and according to federal rules and regulations.
Key Responsibilities and Duties
  • Work collaboratively with College departments and divisions for planning, coordinating, implementing, and assessing registration and enrollment strategies in accordance with the College’s Strategic Plan;
  • Provide front-line high-quality customer service to both internal and external college constituents;
  • Provide security and integrity of the student records system and ensure compliance with federal and state regulations in regard to student academic records, in particular the Family Educational Rights and Privacy Act (FERPA);
  • Responsible for managing student records from matriculation to graduation and beyond. These functions include: course registration, grade changes, degree audits and tracking of student leave of absences;
  • Utilizes the PeopleSoft Student Administration system as well as 25Live scheduling system to schedule classes, modify the catalog, and perform other related registration functions;
  • Responsible for the planning, coordination, and implementation of annual registration strategies and activities;
  • Coordinate and supervise student registration for the student body;
  • Develop and implement policies and processes related to student registration and records, course scheduling, and enrollment management;
  • Oversee the reporting of student enrollment data to National Student Clearinghouse;
  • Assist with annual audits, work with auditors, provide data, research and answer questions on student enrollment status;
  • Oversee course registration and grade submission process, collaborate with Academic Deans regarding course scheduling, and collaborate on new degree programs;
  • Responsible for reviewing, communicating, and implementing policies and procedures regarding registration and enrollment to students, faculty, and staff at the college;
  • Responsible for the management of the College’s student information system (PeopleSoft) and the course/classroom scheduling functions;
  • Oversee the processing and assigning of room requests for academic classes;
  • Generate appropriate enrollment reports for internal and external use, analyze and report out on registration and enrollment data;
  • Coordinate course information from academic departments in preparation for on-line registration, and oversee activities for storing and retrieving academic information such as student records, class schedules, and enrollment data;
  • Assist in the formulation of academic calendars and the production of handbooks and directories;
  • Collaborate with Marketing and Communications department for the development of registration materials;
  • Manage the department budget according to the established institutional practices;
  • Responsible for personnel management including the selection, supervision, training, professional development, and evaluation of staff;
  • Work regularly and collaboratively with other areas of Enrollment Management;
  • Serve on assigned committees and task forces as related to the Office of the Registrar, i.e. calendar & hours, Student Servcies and Enrollment Task Force (SSETF), and commencement committee; Attends meetings, training, workshops as assigned or required;
  • Assist with special projects and performs other related duties as assigned; and,
  • Required to travel or rotate between campuses.

Required Qualifications:
  • Sensitivity and commitment to the goals of Affirmative Action and workforce diversity;
  • Experience working in a diverse environment;
  • Demonstrated commitment to working with under-served students;
  • Seven years or more experience in college administration and registration;
  • Must have working knowledge of Windows, Microsoft Office (Word, Excel, PowerPoint etc.), Oracle PeopleSoft;
  • Experience supervising staff;
  • Excellent customer service skills;
  • Knowledge of the applications of multiple software systems, Experience with relational databases and technical troubleshooting preferred.Experience with degree audit and/or curriculum management system;
  • Knowledge of principles of systems and data analysis and ability to create documentation and provide training to all levels of staff on relevant system software

Preferred Qualifications:
  • Knowledge of current data processing techniques and the application of such techniques to a higher education setting;
  • Knowledge of the methods and techniques used in organizing work processes and functions to facilitate the use of computer systems;
  • Ability to communicate effectively with all College constituencies;
  • Ability to develop and maintain harmonious working relationships among diverse group of people
  • Ability to work as a team member and perform work in various situations where numerous and diverse demands are involved.
  • Ability to organize, prioritize and multi-task;
  • Ability to interpret data;
  • Excellent organizational skills

Additional Information:
Salary Range: $95,000.00 - 98,000.00 Annual Salary
Classification Type: Regular Employee
