Primary Function

NIU currently has openings for three Human Resource Assistant Manager positions for Talent Acquisition, Civil Service Testing, Classification and Compensation functional areas. The Assistant Managers report directly to a Human Resource Manager and oversee a HR functional area (Talent Acquisition; Civil Service Testing; or Classification and Compensation) and a work group in Strategic Talent Management ( STM ). Each Assistant Manager is responsible for supporting the University’s mission and values and establishing a diverse and inclusive qualified workforce. In addition, these positions will implement Human Resource, Affirmative Action & Equal Opportunity principles that support the operational needs of the University, while assuring compliance with University and Board of Trustees ( BOT ) policies and procedures and state and federal regulations. This includes the State Universities Civil Service System ( SUCSS ). These positions require extensive contact with internal and external hiring departments, agencies, and other administrative personnel. These positions are also responsible for the supervision of the HR Officers, Representatives, and Assistants. The HR Assistant Manger positions are promotional positions that allow for hybrid remote work.
Duties and Responsibilities (generally)

20% – Supervises and evaluates all functions of the assigned work area. Provides training, coaching and discipline to assigned staff, and approves time sheets and requests for time off. Interprets and disseminates information from SUCSS statutes and rules, as well as University policies and procedures.

15% – Performs the assigned human resources function for full- and part-time staff, full-time faculty and adjunct faculty positions by assisting with the development, implementation and evaluation of programs related to the sourcing, recruiting, hiring and orienting talent. Provides guidance and assistance to the assigned departments/colleges/divisions. Creates and conducts trainings with departments/colleges/divisions on employment-related topics and processes, especially those related to recruitment, selection and hiring. May represent NIU at various recruitment events.

15% – Prepares applicable documents through the online employment system, as well as processing hiring paperwork for new and existing employees. Responsible for assisting with the on-boarding process for new employees.

15% – Administers various employment-related policies. Develops and implements operational policies and procedures relating to employment, affirmative action/equal employment opportunity and governmental/statutory requirements. Composes correspondence regarding procedure and policy changes. Assists with designing manuals and brochures.

15% – Counsels various constituents (administrators, supervisors, employees, and applicants) on both internal and external (AA/ EEO, SUCSS, CMS, SURS, etc.) policies and procedures. This includes policies and procedures related to hiring, probationary periods, promotions, and other personnel actions. Carries out the policies & procedures of the State Universities Civil Service System ( SUCSS ) relative to classification/compensation for Civil Service positions. Interprets and disseminates information from SUCSS statutes and rules, as well as University policies and procedures.

15% – Works with other units within STM, HRS and across campus on personnel matters and determines when to relay inquiries directly to this unit based upon the nature of the question. Assists with the review of proposed changes to classifications and developing civil service intern programs. Responds timely and corresponds with candidates and departments/colleges/divisions. Attends team meetings. Participates on department/unit, university, state-wide committees and professional organizations.

5% – Performs other related duties as assigned.
Minimum Required Qualifications for this position

CREDENTIALS TO BE VERIFIED

  • High school graduation or equivalent
  • Any combination totaling four years from the following categories:


  1. progressively more responsible work experience performing duties comparable to those listed for the previous lower level of the series (Human Resource Officer)
  2. college course work in human resource administration, business administration, or a closely related field, as measured by the following conversion table or its proportional equivalent:
    • 60 semester hours equals one year
    • 90 semester hours equals two years
    • 120 semester hours equals three years
  • Talent Acquisition: Working knowledge of talent acquisition, employment and affirmative action/equal employment opportunity policies and procedures.

    Civil Service Testing: Working knowledge of Civil Service employment and employment related forms

    Classification & Compensation: Working knowledge of employment, classification and compensation policies and procedures.

Talent Acquisition: Must be familiar with employment and talent acquisition policies and procedures. Possess knowledge of procedures for processing employment related forms. Knowledge, understanding and ability to interpret policies pertaining to employment and talent acquisition.

Civil Service Testing : Must be familiar with Civil Service examination and employment policies and procedures. Possess knowledge of procedures for processing related employment forms. Knowledge, understanding and ability to interpret policies pertaining to Civil Service examination and employment.

Classification & Compensation: Must be familiar with employment, classification and compensation policies and procedures. Possess knowledge of procedures for processing related employment forms. Knowledge, understanding and ability to interpret policies pertaining to employment, classification and compensation.

  1. Broad knowledge of principles and procedures used in human resource.

  8. Ability to organize human resource operations and coordinate them with other organizational units.
  9. Ability to review and formulate/revise human resource policies and procedures.



Working Hours
M-F, 8 to 4:30; evenings & weekends may be required
Minimum Pay Rate (Hourly or Monthly)
$3,750.00 per month
