About the Position:

The Division of Human Resources, Diversity and Inclusion is focused on providing human resource services and supports the University's goal to recruit and retain a high-quality and diverse faculty and staff. We are seeking an exceptional individual to join our Total Wellness team as a Manager of Benefits and Retirement Services. The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Under the direction of the Director of Total Wellness, the Manager of Benefits and Retirement Services plans, organizes and manages benefits operations for the campus. Serves as the subject matter expert in reference to Benefits Administration, independently maintains and evaluates production on PeopleSoft; Provides day-to-day administration of staff leaves; establishes priorities, determines workload distribution, and monitors deadlines to achieve the timely and accurate completion of work; analyzes and ensures compliance with applicable bargaining contract provisions, CSU and CSUF policies and procedures, and state and federal regulations. Independently researches, analyzes and resolves the most complex issues involving all facets of benefit functions, and may perform typical activities related to the processing of the full range of benefit transactions for all categories of CSUF employees. Maintains integrity of data and ensures data accuracy and consistency between PIMS and PeopleSoft systems by establishing auditing processes and standards. Continuously audits the work of subordinate staff to ensure accurate and timely benefit processing. Provides retirement counseling to campus employees and participates in disability counseling to employees. Works collaboratively with Human Resource, Diversity and Inclusion units and serves as the benefit liaison to the campus community. Engages in and implements training activities for staff to maintain a high-level of functional skills and abilities. May provide benefit data or reports to CSU and/or CSUF management staff for use in collective bargaining or grievance resolution. Essential Qualifications:
Bachelor’s degree and three years increasingly responsible experience in supervision of benefits operations, transaction processing, training and staff development, or equivalent combination of education and experience.

Thorough knowledge of benefit practices and procedures, federal and state laws and regulations, internal control practices. Ability to meet critical deadlines under pressure and to coordinate the work of benefit unit staff to meet such deadlines. Ability to explain highly complex matters in a courteous and tactful manner to faculty, staff and students. Ability to research and correct errors involving the benefit process; perform complex benefit transactions, knowledge of PIMS and PeopleSoft systems, and to develop and implement internal controls and perform benefit audits.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Preferred Qualifications:
Additional two years of experience in benefit transaction work within the CSU system, Benefit Administration and PIMS (state payroll system). Experience working with collective bargaining agreements and using PIMS/PeopleSoft. Demonstrated knowledge of State Payroll Procedures Manual, Personnel Information Management Systems and Procedures Manual, PERS Handbook, CSU Policies and Procedures, CSUF policy, Title 5, Education Codes.
