Position Summary:

The VP of Finance and Administration/ Chiel Financial Officer (CFO) provides operational and financial leadership to the CT State Community College. The CFO will develop and maintain the strategic and tactical financial structures, controls, and processes necessary to manage the college in conformance with accreditation standards and industry best practices. The CFO will be responsible for budget management, cost analysis, forecasting needs, and the securing of new funding for ongoing operations and/or capital improvements.

Incumbents must possess a proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams, etc.)

Minimum Qualifications:

Bachelor’s degree in a related field 8 or more years related experience and/or training, or equivalent combination of education and experience.

Successful Candidate must have or must possess:

  • Knowledge of budget practices and accounting standards related to not for profits/ colleges/ universities and federal, state, and local laws and regulations are strongly preferred
  • Proficient in complex accounting systems and possess a strong understanding of the use and potential of technology in the area of financial management
  • Leadership in internal communications with staff at all levels throughout the organization, system CFO, union leaders, and government officials; creating and promoting a positive and supportive work environment
  • Ability to think strategically and implement strategies.

Preferred Qualifications:
  • Master’s in Business Administration, Master’s in Public Administration, Certified Public Accountant, or equivalent degree or experience is required.
  • Experience with higher education budgeting.
  • Experience with government and legislative bodies and understanding of the advocacy for operational and capital funding.
Example of Job Duties:

The VP of Finance and Administration/Chief Financial Officer (CFO) reports directly to the President of the CT State Community College. All financial staff as well as the AVP of Information Technology and the CT State Chief of Police report to this position. The CFO works with the system CFO to support financial reporting and to carry out system-wide financial policies and initiatives at the direction of the Board of Regents. The incumbent will support presentations to the board finance and audit committees, working closely with the senior leadership team. The incumbent will represent the college in the management of shared administrative services being undertaken by the CSCU system, ensuring that necessary services are in place and that service levels are appropriately established and maintained. Incumbents are required to have advanced knowledge and abilities in the following:

  • Accountable for the design and structures for administration of financial operations of the College, including the development of a financial/operational strategy.
  • Creating and improving on processes for the new College using continuous process improvement or lean tools, including working with regional finance staff and twelve associate deans of business operations throughout the campuses
  • Responsible for accounting, accounts receivable, accounts payable, budget management and control, bursar, student aid disbursement, budget preparation, financial information systems, credit management, collections, and fiscal and strategic planning.
  • Interface with outside audit firms(s), vendors, state agencies, credit card companies, and collection agencies.

Starting Salary:

$162,893 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits. Salary Range for this level is $162,893-$244,339.
