Job Summary:

The Office of Data Management & Analytics Services (ODMAS) serves a vital role in providing reliable, consistent answers to critical campus questions through enterprise data architecture, integrations, and analytic solutions enabled through a robust data governance framework. Established in 2015 in recognition of the University's need to ensure timely, high-quality data for campus-wide decision-making, the Data Governance Program, facilitated and led by the Director, Data Governance, has grown by leaps and bounds in the past 5 years: rechartering the program, establishing the campus Institutional Data Policy (See https://policy.wisc.edu/library/UW-523 ) and foundational Institutional Data Access and Authorization Standard and Institutional Data Issue Management Procedure and process (See https://uwmadison.app.box.com/s/m63x54ca8z51eiyfogse4uirfqfwplgc ); expanding the data domains, trustees, and stewards; and establishing a roadmap of initiatives to implement over the coming years. The new Director will assume leadership of a vibrant, growing program, endorsed and supported by the Provost and Vice Chancellor for Finance and Administration, with the senior leaders in all major functional areas. Using the DAMA framework and leveraging campus stakeholders and the Data Governance Council, the Director will lead the formulation, documentation and enforcement of data governance standards and procedures; improve and expand the use of data management tools; plan, develop, and implement data governance training programs; and represent the campus on system-wide data management initiatives.

The successful candidate emphasizes the business value of data, fosters the goal of data re-use, and articulates the significance of institutional data to the Data Stewardship Council and the broader campus community. The individual in this role is expected to be a creative problem solver and process improver and will have excellent, analytic, supervisory, project management, and communication skills, with the ability to build and maintain trusted client relationships with key stakeholders.

Education:

Required
Bachelor's Degree

Preferred
PhD or other terminal degree, or a degree at least one level above the level of instruction, or otherwise approved as qualified by the Dean
Advanced degree (MA, PhD) in relevant area of specialty (e.g., data management/governance, library science, public policy/law, or higher ed)

Qualifications:

Preferred Qualifications:
- Excellent research, writing, presentation, and meeting facilitation skills; ability to lead executive groups to consensus
- Ability to recruit, train, manage performance, and develop staff into a high-performance team; ability to estimate staff duration and effort to meet operational and project goals
- Experience leading longer-term, cross-department strategic projects; ability to identify work packages and task sequences to plan workload and manage prioritization between operational and project needs
- Demonstrated ability to respectfully navigate and resolve conflicts between stakeholders to meet strategic goals
- Experience managing an enterprise data governance program; DAMA certification strongly preferred.
