Brief Summary of Work for this Position

This position functions as the chief human resources officer for the University of North Carolina Wilmington and ensures all HR programs and initiatives are integrated and effective in supporting the overall mission, goals, and objectives of the institution. The chief human resource officer directly participates in institutional planning and decision making as a member of the university’s executive cabinet. In addition, the AVCHR is responsible for providing comprehensive human resources services, including efforts for recruitment, retention and development for faculty and staff Exempt from the State Human Resources Act ( EHRA ) as well as those staff subject to the State Human Resources Act ( SHRA ). As such, the incumbent reviews, updates, and when necessary, drafts UNCW policies related to staff and EHRA non faculty employment. Further, the incumbent interprets these policies and educates the campus to facilitate UNCW compliance with federal and state employment laws, HR policies and procedures from the UNC Board of Governors and the Office of State Human Resources.

Minimum Education and Experience Requirements

Related master’s degree and three years’ experience in human resources is required which should include some supervisory or management experience, OR a related bachelor’s degree and five years’ directly related experience in human resources that includes some supervisory and management experience may be substituted in lieu of a master’s degree.

Knowledge, Skills and Abilities Required:
• Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
• Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
• Knowledge of contemporary principles of human resource management and public personnel practices; federal and state employment laws and regulations; and public sector employment policies and procedures.
• Knowledge of contemporary diversity and inclusion principles and ability to support the university’s D&I vision through services, programming, and resources for all employees.
• Ability to interpret and advise on the application of EEO /AA laws and regulations to public sector faculty/staff hiring processes; to interpret business and operational needs and develop integrated, creative solutions; and to analyze problems and develop creative solutions to complex human resource issues.
• Knowledge of financial/business analysis techniques; computerized information systems used in human resources applications; alternative dispute resolution processes; federal and state wage and salary laws and regulations; faculty and/or staff hiring procedures.

Preferred Education, Knowledge, Skills & Experience

Familiarity with NC policies governing Human Resources; experience in higher education setting preferred.

Primary Purpose of Organizational Unit

The Office of the Chancellor is staffed to provide direct resources to the chancellor with regard to relations with the Board of Trustees, relations with the General Assembly and UNC System Administration, internal and external communication, legal counsel, human resource administration, institutional diversity, athletics administration, and audit. These programs assist the chancellor in fostering a rich, diverse learning environment, setting the vision for the university, and directing academic and administrative resources through the vice chancellors.

The Office of Human Resources provides strategic leadership and direction to all facets of human resources management and includes employment, classification, and compensation; salary and benefits administration; human resources information systems ( HRIS ); talent development; and employee relations and retention for an employee population of 2,170 – including EHRA, Faculty, SHRA and temporary employees. Human Resources is recognized for contemporary and innovative human resources administration, contributing to the advancement of the profession through its external associations, and for exercising leadership within the UNCW community in providing excellence in customer service and continuous improvement of administrative processes.
