Department Summary

The primary focus of the Student Conduct and Ethical Development Office is to administer the Student Conduct Code by educating students about their social and ethical responsibilities as members of the university community. The Office of Student Conduct and Development supports the core values of the CSUSB Division of Student Affairs: Student Success, Integrity, and Social Justice

Job Summary

Adjudication of Conduct Cases and Case Management
  • Adjudicates alleged violations of the Standards of Student Conduct in accordance with CSU and CSUSB policies and procedures.
  • Investigates alleged violations as appropriate in accordance with CSU Executive Order 1098.
  • Provides direct support and case management for violations of COVID-19 health and safety policies and compliance expectations.
  • Conducts informal and formal disciplinary proceedings to address alleged violations by individual students of the Standards for Student Conduct, and alleged violations by Student Organizations of Student Organization Policies in partnership with the Office of Student Engagement.
  • Represents the University or assists at formal proceedings (disciplinary hearings) as needed.
  • Prepares, reviews and sends relevant written correspondence and discipline documents.
  • Meets with students and involved parties in a manner that upholds their rights and responsibilities, explaining and clarifying complex student disciplinary policies and procedures.
  • Applies critical thinking in assessing evidence and individual circumstances associated with cases and making disciplinary decisions based on a preponderance of the evidence.
  • Recommends appropriate disciplinary outcomes utilizing a framework that is student-centered and grounded in student development principles and restorative justice.
  • Responsible for individual follow-up with students who have not completed assigned educational sanctions, assigning additional consequences if necessary.
  • Maintains accurate and updated case records, notes, and documents related to hearing proceedings in case management database.
  • Ensures that student conduct records are properly maintained and organized in a manner that protects confidentiality.
  • Develops and maintains positive working relationships with referring parties and campus partners in facilitating discipline referrals and processes.
  • Makes relevant referrals to campus partners for resources and support, as appropriate.

Workshops, Training, and Other Educational Activities
  • Develops appropriate educational and promotional materials and designs training and informational presentations to support the prevention and outreach efforts of the Office (as needed, as related to COVID-19 policies).
  • Utilizes a variety of resources to develop appropriate educational sanctions in support of student learning.
  • Provides support for Office participation in a variety of campus activities (Resource Fairs, Orientation, Division of Student Affairs events).
  • Assists the Office of Student Conduct and Ethical Development with educating students, faculty, staff, and community members about CSU and CSUSB policies and procedures and community values and expectations.
  • Support department in updating virtual and in-person services and resources for students (website information resources, informational videos, social media, etc.)

General Administrative Support for Office Operations
  • Provides support for overall administration and operations of the Office of Student Conduct and Ethical Development and CARE Team.
  • Prepares or assists in the preparation of reports and participates in department assessment activities.
  • Maintains compliance with CSU Executive Orders, Title 5 of the California Code of Regulations, FERPA, Title IX, Clery, and other state, local, and federal laws.
  • Other duties as assigned.

Maintain Professional Competencies and Service
  • Attend training and maintain skill currency as appropriate to safely and effectively complete assignments and to comply with campus requirements.
  • Serve on selected division or campus committees.
  • Participate in staff development opportunities and professional associations to develop new skills and experience and keep abreast of current research, legal updates, trends, and best practices in student conduct and student affairs.
  • Develop positive relationships with key campus partners in order to best serve students and colleagues, and to utilize the full potential of available resources.

Employment Status: Full-time, Exempt, Temporary with the possibility of converting to permanent.

Work Schedule

Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.

Key Qualifications
  • Thorough knowledge of the principles of individual and group behavior.
  • General knowledge of the principles, practices and trends of the Student Services field as well as general knowledge of the policies, procedures and practices of the program area to which assigned.
  • General knowledge of individual counseling techniques.
  • General knowledge, or the ability to rapidly acquire such knowledge, of the organizational procedures and activities of the specific campus to which the position is assigned.
  • Working knowledge of student services programs outside the program to which immediately assigned.
  • Ability to analyze complex situations accurately and adopt effective courses of action.
  • Advise students individually and in groups on complex student‑related matters.
  • Determine appropriate courses of action and proper techniques to utilize while engaged with individuals in personal interactions of an argumentative or sensitive nature.
  • Interpret and evaluate descriptions and explanations of problems brought forward by individuals or student organizations, analyze And define the problem, draw valid conclusions and project consequences of various alternative courses of action.
  • Carry out a variety of professionally complex assignments without detailed instructions.
  • Establish and maintain cooperative working relationships with a variety of individuals.

Preferred Qualifications
  • Master's degree or graduate coursework/training in counseling techniques, interviewing, and conflict resolution.
  • Familiarity with Maxient or other student conduct/case management databases.
  • At least one year of previous experience addressing student conduct and/or behavioral expectations.
  • Previous experience working with college students on decision-making related to developmental skills.
  • Experience working with students in crisis or high-stress situations.
  • Be able to work additional hours, including occasional holidays and weekends, and adjust working hours to meet special assignments. May be called back periodically to perform work as needed on an emergency basis.
  • Demonstrated skill and experience administering student conduct processes and/or policy enforcement.
  • Strong analytical skills and the ability to assess information, address complex situations, evaluate results, and exercise sound judgement and decision-making.
  • Understanding and ability to maintain a high degree of confidentially.
  • Strong oral and written communication skills.
  • Ability to effectively communicate complex information in a clear and understandable manner, both verbally and in writing.
  • Ability to work efficiently in a fast-paced environment while prioritizing tasks, coordinating multiple assignments, and maintaining time-sensitive deadlines.
  • Familiarity with state and federal laws and policies that impact campus policies and procedures.
  • Strong educational background and experience in higher education, student development, social justice, restorative justice, or related fields.
  • Understanding of student development in the conduct process and a commitment to student advocacy.
  • Must be able to communicate effectively with a diverse population of students, faculty, staff and community.
  • Experience and sensitivity working with students and colleagues from various socio-economic, cultural and ethnic backgrounds, and the ability to assist students to resolve opportunity gaps.
  • Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, online calendaring, and email.
  • Working knowledge of or ability to quickly become familiar with University infrastructure, policies, and procedures.

Education and Experience


Equivalent to graduation from a four-year college or university in a related field, including or supplemented by upper division or graduate course work in counseling techniques, interviewing, and conflict resolution where such are job-related.


Possession of these knowledge and abilities is typically demonstrated through the equivalent of three years of progressively responsible professional student services work experience. One year in the program area to which assigned may be preferred but is not required.

A master's degree in Counseling, Clinical Psychology, Social Work, or a directly related field may be substituted for one year of experience. A doctorate degree and the appropriate internship or clinical training in counseling or guidance may be substituted for the three years of experience for positions with a major responsibility for professional career or personal counseling.


Anticipated Hiring Range: $4,691 per month

Classification Salary Range: $4,691.00-$6,683.00 per month
