Job Description

The DTI Operations Manager facilitates the efficient operations and execution of the Division for Technology Implementation’s research portfolio. This position provides financial management of resources and may include the supervision of faculty, staff, and/or students to support the development and implementation of innovative transportation technologies, research support services, and data management systems in support of VTTI’s mission.

The position requires a demonstrated aptitude for planning, coordinating, and executing cross-functional transportation research projects. The position is responsible for managing the center’s financial resources, including the operating budget, project budgets during the proposal stage, determining monthly labor allocations for personnel, completing monthly reconciliation of project and department expenditures, and forecasting planned expenditures to support decision-making throughout project life-cycles. The Operations Manager will lead the project management activities of the Division. The position is also responsible for strategizing and implementing process and system improvements that assure efficient, compliant, and cost-effective operations that produce quality deliverables and services while remaining on-time and on-budget.

As an Operations Manager, the position is expected to:
• Provide project management oversight for the Division’s research portfolio, including timeline and budget tracking, assist with development of interim and final project deliverables, schedule and run internal and customer-facing meetings, and keep meeting notes
•Manage the finances of the Division to assure efficient, compliant, and cost-effective operations
• Manage the resource hiring, scheduling, allocation, and forecasting to optimize productivity and throughput
• Follow guidance and implement project management best practices as directed by VTTI’s Programs and Business Manager
• Lead the execution of the Division’s pre-award activities through collaboration with VTTI’s proposal and contract teams and assist with proposal development.
• Support the management of assets such as development tools, intellectual property, equipment, 3rd party software, research tools, research vehicles and facilities
• Support efficient communications across groups as well as external entities by documenting, filtering, and elevating essential information and requests to the Director
• Provide excellent customer service to internal and external project sponsors throughout project life cycles
• Support necessary administrative, compliance, audit, and reporting tasks

Required Qualifications

-Master’s degree in Engineering, Business, or equivalent. Candidates with a Bachelor’s degree and significant experience in lieu of Master’s degree may be considered.
-Demonstrated experience with preparing ROM and detailed budgets, forecasting, and managing actual expenditures compared to approved budgets
-Demonstrated process improvement experience
-Demonstrated project management experience in conducting complex research projects in an academic or industrial environment
-Strong writing, communication, and organizational skills
-The willingness to work in a fast-paced flexible research environment
-Good documentation skills
-Excellent attention to detail
-Creative, independent, and highly motivated
-Strong work habits and the ability to work independently as well as with a team
-Previous supervisory experience
-Understanding of engineering principles needed to analyze, verify, and interpret work
- Must be US Citizen or Permanent Resident due to Export Controls

Preferred Qualifications

-Experience in or familiarity with transportation safety, connected vehicles, automation, and/or vehicle electronics is highly desirable
-Experience with Virginia Tech financial management systems such as Banner, MicroStrategies, EasyProjects, Power BI, and HokieMart
