DEPARTMENT OVERVIEW

This position is part of the Research Grants Program Office (RGPO) within the Office of Research and Innovation (R&I). The RGPO oversees a broad grant making portfolio of over $100 million a year to support research that is critical to California, the nation and the world. RGPO programs enhance California's research capacity and excellence, which helps attract top faculty, graduate students, government funding and companies to our state. These grants enable researchers to collaborate and solve the most pressing problems in the state and the world. The RGPO consists of several systemwide and statewide grant-making programs, as well as a central operational unit that provides core administrative support for the grant-making enterprise.

The California Breast Cancer Research Program (CBCRP) is the nation's largest State-funded breast cancer research program. The Program promotes, funds, manages, and widely disseminates research on breast cancer in three ways: (1) a Core Funding program of investigator-initiated grants to investigators throughout California, including those at universities, research institutes, health care institutions, biotechnology companies, and community agencies; (2) a Community Initiatives program that supports and expands community involvement in research; and (2) Program Initiatives; major targeted research initiatives in critical, underfunded areas created by consortia of California and national scientists and advocates and a Policy Initiative.

Has independent responsibility for large, complex research grant programs/initiatives. Participates in short-term and long-term strategic planning for grant-making, program evaluation and research strategies. Provides guidance to less experienced team members.

Content Leadership: Serves as Scientific Program Officer for breast cancer, environmental science, disease prevention, and policy research for CBCRP Program Initiatives and Policy Initiative. Staffs expert committees, prepares scientific position papers, drafts concept proposals and requests for applications (RFAs), recruits and staffs ad hoc review committees. Assesses the scientific progress of grantees and determines the need for special monitoring or grant actions. Plans and implements site visits of problematic and/or high priority research projects. Applies knowledge of recent scientific advances and the priorities of the National Institutes of Health and other major public and private breast cancer research funding programs to ensure that CBCRP funds innovative research that complements and does not duplicate research funded by other agencies. Identifies issues to be considered as research priorities by analyzing scientific trends in breast cancer, environmental science, disease prevention, and policy research in pertinent literature and in presentations at scientific, advocacy, and community conferences. Represents CBCRP in the breast cancer, environmental sciences, disease prevention, or policy areas with groups and organizations with compatible objectives. These groups include colleagues in the scientific community, federal and state governmental agencies, research institutions, biotechnology and pharmaceutical companies, advocacy groups and organizations and providers in communities across California.

Grant Application and Award Management: Serves as Scientific Program Officer on the CBCRP portfolio of Program Initiative and Policy Initiative grants, cooperative agreements, and contracts. Maintains frequent contact with all Program Initiative awardees to ensure continued progress and close adherence to project plans, to provide technical assistance and scientific resources, and to identify and carry through opportunities for cross-fertilization and collaboration among projects and awardees. Assesses the scientific progress of grantees and determines the need for special monitoring or grant actions. Plans and implements site visits of problematic and/or high priority research projects. Closely interacts with scientists in many disciplines and at many institutions, and with patient advocates, to encourage and facilitate the preparation and submission of multidisciplinary proposals to identify and address research questions that are under-investigated or promise to yield significant advances. Develops CBCRP application solicitations, ensuring that they clearly communicate the program's research priorities and ensure equitable opportunities. Identifies divers potential expert advisors and peer reviewers by keeping abreast of the latest scientific discoveries in breast cancer environmental health, prevention, and health policy sciences, establishing and maintaining collegial relationships with leading investigators in California and nationwide, reading the pertinent scientific literature, and attending scientific meetings. Serves as Scientific Review Officer during review meetings, interpreting program priorities, and documenting the scientific evaluation of applications. Works closely with members of the RGPO Contracts and Grants Unit to ensure well-run, equitable, and scientifically sound application reviews. Plays a primary role, in conjunction with the Director and other Program Officers, in providing scientific content for CBCRP communications for dissemination to scientists, research institutions, elected officials, policy-makers, the news media, and the interested public. Gathers and analyzes information regarding noteworthy scientific findings and issues in environmental health and health policy sciences for use in developing the program's symposia, web and media outreach, and articles for the CBCRP newsletter and in presentations to various program stakeholders. Works closely with members of the RGPO Contracts and Grants Unit to monitor and evaluate the scientific progress of grant and contract awards. Works closely with others in RGPO to develop and implement effective methods to disseminate CBCRP research findings for relevant public health, public policy, and health practitioner application.

Program Planning and Evaluation: Participates in short-term and long-term planning for the program's grant-making, program evaluation, and research dissemination strategies. Analyzes outcomes and strengths and weaknesses of strategies and develops new initiatives. Identifies and assists in implementing state of the art approaches and methodologies to advance equity, diversity and inclusion in research, especially in research solicitation and review. Identifies and assists in implementing state of the art approaches and methodologies to evaluating the impact of research funding, especially breast cancer environmental, prevention, and policy research funding; collaborates with Breast Cancer Research Council on these approaches and contributes to program planning in these area. Gathers, compiles and communicates priority-setting data to BCRC members, summarizes portfolio data for presentation to the BCRC, formulates recommendations for considerations. Manages external, multi-year planning for Program Initiatives, including overseeing planning and evaluation contracts and relations with Strategy Team and external scientific and advocate advisors. Identifies outside collaborators and sources of funding for Program Initiatives, establishes relationships with potential partners and funders, and prepares and submits requests for funding.


Required Qualifications
  • Extensive knowledge and understanding of issues in disease-related research program management, science and policy, and research program evaluation.
  • Demonstrated knowledge with one of more of the following: scientific, community, systems, and political issues related to breast cancer and breast cancer research.
  • State-of-the-art knowledge of breast cancer environmental, prevention, and policy issues.
  • Proven leadership ability in scientific program planning and management of projects; experience leading scientific committees, outreach and technical assistance teams, peer review committees, and internal and external staff.
  • Advanced oral and written communication skills. Advanced skills analyzing information, problems, situations, policies or procedures to define the problem, need or objective.
  • Ability to manage multiple projects with competing deadlines and lead project teams. Proven ability to formulate solutions, new program development, alternative choices and implications for implementation.
  • Demonstrated experience and commitment to working in collaborative teams and in positions with shared authority for accomplishing program goals.
  • Demonstrated ability to work collaboratively with internal and external peers, managers and teams with advanced program planning and management of projects.
  • Demonstrated knowledge and experience in addressing issues of diversity, equity and inclusion. The person in this position will pay attention to, and approach issues through a social equity lens. For example, this person will have an understanding of the societal underpinnings of health disparities, given that social and structural determinants of health contribute to disparate health outcomes.

Preferred Qualifications
  • Experience as program or grant officer managing a multi-million-dollar research portfolio.
  • Conduct of research in breast cancer and a record of publications in the field.
  • Knowledge of UC research policies, documents and bulletins, grant management database systems, and the UCLA business and finance policies and bulletins.
  • Experience with educating legislators and their staff, organizing press conferences and policy briefings. Extensive networks in the research and funding arenas, especially in breast cancer research.

Education
  • Advanced degree in public health, policy, or toxicology, or related field of study and minimum of five years of relevant work experience.

SPECIAL CONDITIONS

SALARY AND BENEFITS

Salary: $109,000 - $127,300 commensurate with experience.
