The Johns Hopkins University School of Education Master of Science in Education Policy (MSEP) was developed in 2019-2020 and recruited its first cohort for the 2021-22 academic year. The School of Education (SOE) is seeking an experienced faculty member who will serve as director for this highly innovative degree program. As detailed below, the new director will be tasked with continuing to grow the program, enlist the faculty to teach in the program, and make such changes in the design of the program to ensure it remains a leader in the field.

The MSEP program was designed to be distinct from those in other peer institutions, in several respects:
  • It is entirely on-line except for the one-week, in-person seminar at the beginning.
  • It’s 33 credits are designed to be completed within 12 calendar months.
  • It recruits nationally-renowned education policy experts to address the students – either live in Washington, D.C. or, if necessary, on-line.
  • It teaches the skills demanded in high-impact job placements in education policy.
  • The job-embedded, empirical capstone project serves to show-case students’ competencies to potential employers.
  • It results in a digital diploma for which students’ artifacts illustrate professional competencies.
These design features require a unique, exceptional cohort of instructors. Faculty from the SOE are invited to teach in the MSEP program, where their domains of expertise directly correspond to the necessary course content. In other areas – such as, school finance - external faculty must be recruited to design and then to teach the relevant courses.

The new director of the MSEP program will combine several skill sets to manage and grow the master’s degree in education policy as a formal part of their portfolio.

A successful candidate will:

  1. Hold a Ph.D. in education, economics, political science, sociology, or a related field.
  2. Demonstrate experience in teaching courses within a MSEP program, as well as other master’s and doctoral programs in the School of Education.
  3. Be eligible for appointment to the Assistant, Associate, or Full Professor rank, consistent with the School of Education’s appointment policies.
  4. Understand the education policy landscape in the United States. While specific professional experience in educational policy arenas is not required, this experience is preferred, as is familiarity and experience working with state and federal policy actors.
  5. Have a high degree of comfort and efficacy in leading an academic program.
  6. Have strong interpersonal and administrative skills to enable working with a diverse set of colleagues, senior academic administrators, staff, and students.
  7. Demonstrate a commitment to and enthusiasm for innovation in academic programming.


Specifically, the MSEP’s program director’s responsibilities will include:

Program Recruitment and Growth
  • Working with the Dean’s appointed staff and department leadership to budget for and grow enrollment in the MSEP program.
  • Conducting webinars, in-person gatherings for prospective students, and answering program-related questions about the content and nature of the degree from a wide variety of potential students in the United States and abroad.
Program Management
  • Recruiting faculty from within and outside the School of Education.
  • Working with the course support team through the Office of Innovative Learning, Design and Assessment to ensure that course offerings are developed, up-to-date, and that the assessment technology is understood by both faculty and students.
  • Responding to or directing student inquiries to the appropriate offices (e.g., admissions and financial aid).
  • Supervising an academic program coordinator, who will serve as the initial point-of-contact for faculty and students on day-to-day issues.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
