The Controller will provide oversight for the accounting and financial reporting to the University while assuring financial internal controls are in place to ensure adherence with GAAP, compliance with all applicable Federal, State and University policies and procedures. The Controller will oversee the accounting/financial activities of the University, including accounting, financial reporting, state reporting, student accounts, accounts payable, gift and endowment accounting, and reports to the Vice President for Administration and Finance/ CFO . The individual will participate in strategic and organizational planning, including formulation of goals and objectives for the division, as well as making recommendations for major business decisions. Establishes, monitors and enforces internal controls. Essential Duties Summary
  • Oversees all General Accounting/State Accounting/Banner finance security activities/tasks which include (amongst other tasks): journal entries, monthly closing, fixed asset reconciliations (including CIP /capital projects), bank reconciliations, USAS entries and reconciliations, monthly/quarterly/annual state reports/surveys, banner finance access set-up and security, chart of accounts maintenance and oversight, banner finance training, compliance with GAAP and GASB, unclaimed property filing and monitoring.
  • Responsible for the coordination and review of the university’s annual financial statements and submission to the State Accounting Office.
  • Coordinate the Annual Financial Report ( AFR ) including reconciliations, analysis, financials, footnotes, PBC schedules and the annual management discussion and analysis. Assist with other annual audits required of the University including the NCAA AUP, CPB, etc.
  • Responsible for the timely completion and review of all financial and tax reporting such as: monthly financial report, SEFA, IPEDS and IFRS, Texas Higher Education Coordinating Board ( THECB ), 1099, 1098-T and Form 990. Manages preparation of periodic and ad hoc financial reports for internal and external users including Board of Regents.
  • Directs and performs research on technical accounting issues including implementation of new accounting rules and regulations ensuring the university’s compliance with GAAP, GAAS and GAS .
  • Direct supervision and evaluation of the Director of General Accounting, Director of Student Accounting, Manager of Accounts Payable, and Sr. Systems Analyst. Assist with all staff development. Establish goals and objectives for subordinates, monitor performance and provide timely feedback to enhance their professional developments.
  • Responsible for developing, overseeing and maintaining appropriate internal controls and conducting process reviews as needed to ensure appropriate internal control measures are in place for compliance to Federal, State, Local and internal requirements.
  • Leads any Finance special projects as assigned and collaborates with all units and divisions across the University.
  • Assist in the development and maintenance of accounting and internal control policies and procedures especially as it relates to system upgrades and integrations (Ellucian-Banner).
  • Develops and implements short and long-range department goals consistent with University strategic directions and senior management direction.
  • Assist the Budget department, as needed, with analyses concerning the preparation of the annual university budget and cash management forecast.
  • Ensures compliance with applicable University policies and procedures, and state and federal guidelines.
  • Must be able to step in and provide backup support in critical functions to meet and cover staff absences.

Bachelor’s Degree in Accounting or Finance from an accredited college or university

Master’s in Accounting, Finance, or closely Business-related field preferred.

Required Licensing/Certification
A current CPA preferred. Knowledge, Skills, and Abilities
Knowledge of:
  • Federal, State, and Local, laws and tax laws
  • Accounting principles and methods (preferably with an emphasis in Higher Ed financial reporting).
  • Policies, procedures, and practices in Higher Education
  • Generally Accepted Accounting Principles ( GAAP ) and Governmental Accounting Standards Board ( GASB ) pronouncements and standards
  • Ellucian (Banner) preferred ERP system.
  • Management and supervisory practices.
  • Microsoft Office Professional or similar applications.

Work Experience
  • Seven or more years’ experience and a proven track record in accounting/financial management with supervisory experience.
  • 3 years in a public nonprofit institution of higher education or similar governmental entity.
  • Unquestioned ethics and integrity.
Working/Environmental Conditions
  • Routine office environment.
  • Sitting or standing in one location much of the time.
  • Some stooping, lifting or carrying objects light weight may be required.
  • Use of video display terminal.
