Position Summary:

The Senior Director of Capital Facilities Construction reports to the Vice President for Facilities, Planning, and Operations. The Senior Director is a forward-thinking, focused and internal & external service-oriented individual who possesses strong leadership and communication skills and is capable of working as part of an integrated team. A strong emphasis is placed on the need for responsiveness, collaboration, reliability, predictability, and professionalism in performing the duties & responsibilities of this position. This individual directly oversees facilities construction and capital projects coordination and implementation, and overseeing project management teams associated with same. This work effort includes activities across all University Campuses including The Cooper Medical School of Rowan University (CMSRU) and the Division of Global Learning and Partnerships both in Camden, NJ, Rowan School of Osteopathic Medicine (RowanSOM) in Stratford, NJ, The South Jersey Technology Park, in Harrison and Mantua Townships, Rowan’s Fossil Park in Mantua Township, and Rowan’s main campus in Glassboro, NJ.

This individual will oversee project management as it relates to the various campuses, continually supporting and enhancing industry best practices in management efficiencies across the University. The successful candidate will have exceptional written and verbal communication skills, be adept in leadership, collaboration, and possess motivational skills, strong budget management with cost estimating and problem-solving experience, and contract management. Also, the ability to administer strategies for the successful and simultaneous planning and implementation of small to large projects, many of which have the same construction and delivery schedules. Proven knowledge of the state of New Jersey construction and procurement processes. This position requires one to be deeply collaborative and communicative with colleagues. As such it requires one who has patience and fortitude to identify and work through issues at a rapid pace, but also possessing skills in diligence, strong judgment, and follow-up and follow through. Technical depth towards understanding design, construction, and facilities operations is critical to this position.

Responsibilities:

  • Oversees and supports facilities construction and project management related to all University campuses.
  • Work with consultants to prepare drawings & specifications for some renovation & repair projects.
  • Works closely and collaboratively with complimentary Departments within the Division: University Architect, Space Planning, Real Estate, Business Operations, and Facilities Operations
  • Works collaboratively with department leaders and staff across the University, including academic and administrative, medical, and research offices
  • Oversees all staff engaged in facilities construction associated with all University campuses
  • Lead the Procurement activity as it relates to hiring professionals associated with construction
  • Responds collaboratively to the needs of both internal and external stakeholders
  • Works collaboratively on design and construction of new facilities, and the renovations of existing buildings
  • Development of interdepartmental, and collaboration on intradepartmental policies and procedures relating to project management activities
  • Lead project estimating and scheduling, and the development of strategies for the timely and predictable construction and commissioning of all projects.


Qualifications:

Required:

  • Bachelor’s degree in Engineering, Construction Management, Construction Engineering, Architecture, or closely related field of study (extensive experience in these fields may be substituted for this degree)
  • A minimum of 10 years of experience in a large institutional setting that includes oversight of project management teams that oversee and manage facilities and construction projects, varying in types from new, addition, and renovation
  • Related experience in higher education, or at large institution(s) that focus on education and/or healthcare
  • Proven track record of meeting project timelines and budget parameters.
  • Experience with the oversight of Capital and renewal projects within an institutional setting
  • Experience in procurement activities, accounting, and business management within a large-scale operating unit in the Public Sector.


Preferred:

  • Extensive higher education experience, or in the alternative having had similar related experience at large multi-campus institutions that have an academic, teaching, healthcare, research, or residential life focus, having regulatory and oversight agencies at both State and County levels
