Bachelor’s Degree in a related field. Five years of related experience. Experience in higher education preferred. Additional education may be considered in lieu of experience. Nature & Purpose of Position
Provides effective guidance in strategic operations and planning of academic budgets for the Office of the Provost and Academic Affairs support areas. Responsible for activities associated with budget planning, development, and maintenance of the Office of the Provost operating budget. Works closely with Provost & Senior Vice President for Academic Affairs, Academic Affairs support administrators, and staff to assist with maintenance of departments operating budget. Primary Responsibilities
Provides administrative and budget support to the Office of the Provost. Handles day to day budget operations for the Office of the Provost. Assists in the development of the University’s annual operating budget as required by the Texas State University System, Board of Regents’ Rules and Regulations, and applicable state law. Analyzes budget changes to ensure budgets reconcile to approved increases/decreases and result in a balanced budget. Responsible for organizing, planning, and training of Academic Affairs support area staff on budget operations. Develops, documents, and implements internal control procedures to ensure fiscal, regulatory, confidentiality, and security accountability. Evaluates programs and services to identify areas of strengths and necessary improvements. Develops strategies and processes to optimize operations for the business function. Ensures compliance with applicable state and federal laws, University policy and divisional directives. Responsible for the business functions administration, including budget preparation for Office of the Provost and Academic Affairs support areas. Performs other related duties as assigned. Develops collaborative relationships with Finance and Operations senior staff. Must exhibit a high level of professionalism and a keen understanding of protocol. Ability to organize work effectively and prioritize objectives. Ability to exercise discretion, excellent reasoning, and independent judgment. Strong interpersonal skills. Identifies budget issues and opportunities, recommends solutions and coordinates resolution with departments. Assists in the development of policies and operational procedures for the overall department. Skilled in directing multiple tasks, setting priorities, and organizing operations. Ability to establish and maintain effective work relationships with administration, faculty, and staff. Strong communication skills, both orally and written. Interprets and applies complex directives, policies, regulations, statues, and procedures, and/or written guidelines for a department.
