SUMMARY

The Human Resources Generalist is the liaison for GRCC employee groups.  The HR Generalist is the driver for the implementation and compliance of Human Resource programs and processes. This position is responsible for communication and implementation of HR initiatives and should have considerable knowledge of principles and practices of human resources. This position will primarily support the Alliance of Professional Support Staff (APSS), Campus Police and CEBA employee groups, but will also be expected to cross train to support other employee groups as needed.

ESSENTIAL JOB FUNCTIONS

 

Recruitment and Staff Management

  • Lead and oversee evidence based selection process in the selection of employees to fill vacant positions
  • Coordinates recruitment activities with Hiring Managers and/or other appropriate personnel when position(s) become vacant.
  • Design and implement effective and cost efficient recruitment strategies including difficult or high profile recruitment efforts.
  • Manage the new hire process for assigned employee groups (APSS, Campus Police & CEBA).
  • Assess exit interview feedback, evaluate the data and make recommendations for improvements to managers.
  • Advise and compile AA/EEO data and assist management/hiring managers with interpreting AA/EEO data for SAAR documentation.


Employee Relations

  • Administer all employment processes for assigned GRCC employee groups.
  • Responsible for coordinating the performance evaluation process for assigned employee groups.
  • Counsel management regarding employee performance and management concerns and appropriate disciplinary matters (primarily serving APSS, Campus Police & CEBA employee groups).
  • Ensure a proactive employee relations environment including employee advocacy, effective communication and compliance with policies and laws that ensure fair treatment.
  • Facilitate timely resolution of employee relations issues maintaining an appropriate balance between employee and management advocacy.
  • Keep management advised of potential problem areas and recommend and/or implement solutions as appropriate.
  • Work collaboratively with management to design job descriptions for assigned union employee groups.
  • Responsible for (in some instances in consultation with General Counsel) conflict resolution, mediations, and provides consultation on the process and outcome of employee relations issues including informal grievances for assigned employee groups.
  • Investigate incidents, employee and/or student complaints consistent with policy.
  • Ensure that all federal, state, and local laws affecting HR-related functions and compliance and management matters are proactively managed, including but not limited to EEO.
  • Research and analyze detailed information to support employment decisions.
  • Develops employee separation notices and related documentation.

 

Labor Relations

  • Participate in contract negotiations during collective bargaining agreement negotiations and/or handbook updates and modifications for assigned employee groups.
  • Interpret and administer unionized employee contracts for management and staff, resolve disputes.
  • Advise management on a variety of union- management relations and/or issues.
  • Participate in regular meetings with union leadership to discuss contract and language updates.

 

Payroll

  • Implement and coordinate employee payroll setup, including additional compensation (i.e. Longevity Service, Degree Pay, etc.)
  • Responsible for coordinating all payroll changes for assigned employee groups.
  • Implement and calculate employee pay out upon separation from the College.
  • Coordinate new fiscal year setup for all assigned employee groups.

 

Policy Development

  • Create, design, implement and administer human resources policies and procedures that pertain to employee relations.
  • Interprets and administers employee contracts for assigned employee groups.

 

Organizational and Employee Development

  • Coach, counsel, and guide managers through the execution of employee disciplinary action process.
  • Maintain relationships with other colleges and businesses (via AHRM and MCCHRA group).

 

Data Management

  • Communicate with appropriate HR Staff on employee disciplinary actions and investigations that need to be tracked in our databases.
  • Responsible for ensuring the accuracy of the monthly Board of Trustees report around new hires and separations.
  • Maintains up-to-date personnel records.
  • Manages wage and salary programs.

 

Other Responsibilities

  • Participate on college wide committees related to the work of this position and the department.
  • Assist with other tasks in support of the department.
  • Designs and delivers training for staff and management on HR functions.
  • Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position.
  • Persons in this role are identified as a Campus Security Authority (CSA). CSA's will be trained and responsible for reporting Clery Reportable Crimes to Campus Police as required by the Clery Act.

 

Marginal (non-Essential) Job Functions

  • Report and resolve issues for internal and external customers related to HRIS efforts within the Recruiting and HR modules of PeopleSoft.
  • Involved in adjunct recruitment events and/or collaborating with community partners (ex: Goodwill classroom visits).

 

JOB SPECIFICATIONS

 

Education

  • Master’s degree in business, human resources, public administration or related field required.
  • National Career Readiness Certificate (NCRC) preferred.

 

Work Experience

  • Five to seven years related experience and/or training in Human Resources required.
  • Prior experience interpreting and administering contracts and/or handbooks required.
  • Experience working in a union environment supporting similar functions is preferred.
