DEPARTMENT OVERVIEW

The Campus Budget Office (CBO) has management oversight in the annual operating budgetary process, campus-level strategic planning, assessing and evaluating ongoing budget and planning issues. It serves in an advisory role to executive leadership and business partners with accurate, objective and timely information for strategic planning and decision making.

 

DESCRIPTION

Develops organizational policies and authorizes their implementation. Provides advice, guidance, and assistance to senior leadership; establishes the direction, policies and procedures of the financial planning, budget and resource planning units; represents the organization in organization-wide and systemwide meetings and discussions; plans, designs, and implements the programs of the budget and resource planning unit; supervises Assistant Vice Chancellors and / or Directors. Recognized as an influential leader.

 

The Associate Vice Chancellor Campus Budget Office reports to the Vice Chancellor-Chief Financial Officer (VC-CFO) and assists the VC in the full range of strategic initiatives as they pertain to the campus budget. Represents the VC and acts on his behalf on operating budget issues. Develops and directs policies and procedures for the effective acquisition, analysis, allocation, utilization and management of campus financial resources. The Associate Vice Chancellor is part of the VC's senior leadership team and works closely with the campus senior executives as well as budget leadership at the UC Office of the President and other campuses to achieve the most effective uses of present and future financial resources. All academic and administrative units on campus are served by activities administered by this position.

 

QUALIFICATIONS

• Expert and broad knowledge of full range of financial policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping.

• Expert ability to effectively communicate complex findings and recommendations verbally and in writing.

• Expert interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations.

• Client services oriented; good listening, critical thinking and analytical skills.

• Ability to multi-task.

• Expertise in internal control practices. Experience in implementing controls that strengthen the control environment throughout the organization.

• Expert negotiation skills.

• Demonstrated ability to fulfill responsibilities in a manner that encourages teamwork and earns respect from peers, subordinates and senior management.

• Demonstrated skill in directing and coordinating activities of a complex administrative organization with multiple functions and in allocating resources. Includes determining strategy and directions for program operations, implementing resource allocation plans, conducting long-range and annual program plans, and initiating corrective action as necessary.

• Demonstrated ability to understand contract terms and conditions and to analyze critically for impact.

• Demonstrated ability to serve effectively as a member of the campus management team. Includes demonstrated skill in policy development and strategic planning for a major organization, in building broad consensus, and successfully representing these policies and plans.

• Demonstrated ability to explain, advocate and express facts and ideas in a convincing manner, and negotiate with individuals and groups internally and externally.

• Demonstrated ability to effectively represent and coordinate organizational strategy and administrative initiatives with campus senior-level management, Office of the President representatives, and external contacts such as governmental representatives and state/federal agencies.

• Demonstrated ability to conceptualize broad institutional goals.

• Significant experience in higher education budget and planning.

• Comprehensive knowledge of university budgets, funding policies, relevant academic concerns, administrative requirements, as well as campus budget and planning processes.

• Demonstrated ability to be flexible to deal with issues as they emerge, and to handle a multitude of tasks simultaneously.

• Demonstrated ability to communicate effectively, both orally and in writing, on complex, substantive and managerial issues.
