PURPOSE:

Under the general direction of the Associate Vice President for Finance, the Director of Procurement and Contract Services is responsible for planning, directing, and managing a team of six procurement and contracts professionals, and all activities related to procurement and contract services for CSUMB and its auxiliary organizations. This includes Emergency Preparedness, Property/Fixed Assets and, Property Financing Program. The Director is also responsible for coordinating long-term and short-term special projects as assigned including Private Public Partnership projects (P3) the university may engage in.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  1. Directs and manages the purchasing and contracts area, purchasing system and processes, to include development of criteria and guidelines, contract preparation, award, dispute resolution and legal interpretation.
  2. Lead negotiations for high dollar, highly complex and non-routine contracts on behalf of the University and/or its auxiliaries and possibly system-wide contracts. These contracts may require integration of many diverse, strategic, financial and risk elements.
  3. Leads the team by setting goals for performance and deadlines while monitoring employee productivity and providing constructive feedback and coaching in ways that exhibit Finance's commitment to inclusive excellence. This includes organizing workflow and ensuring that employees understand their duties or delegated tasks through a robust training program that promotes career progression and creates subject matter experts.
  4. Oversees the development and implementation of contract management services. Coordinates with campus users to develop appropriate proposals and processes that comply with policies and regulations.
  5. In collaboration with the directors of Planning, Facilities and Risk management, and CSUMB auxiliary organizations, develop, propose and implement new strategic campus wide processes and programs using best practices and technology to improve service levels and lower operating costs for all business units.
  6. Directs the property area, property system and associated processes to include the development of criteria and guidelines for the effective property operations and inventory audits in support of all campus entities.
  7. Serves as delegated signature authority representing the University regarding contracts and agreements to full local purchasing authority.
  8. Serves as a campus liaison with CSU Chancellor's Office, local, state and federal agencies (as applicable) in implementing policies and procedures to ensure compliance and correct interpretation of applicable regulations. Makes recommendation to changes in university procurement and contracting policies.
  9. Coordinates with University administrators at various levels of the organization to review and coordinate contractual arrangements to ensure that the University's needs are most effectively met.
  10. Develops, implements and maintains a continuous improvement culture by proactively listening to the voice of the customer and driving improvement efforts based on needs and strategic direction in alignment with CSUMB strategic plan and sustainability goals.
  11. As the university continues to expand its business opportunities and diversify its revenue streams for long-term financial sustainability, assists in the development of P3 projects and the cell provider campus use program.

  1. Coordinates special projects both short-term and long-term as assigned by the Associate Vice President for Finance.
  2. Serve as an active and participating member of the system-wide Chief Procurement Officers Association (CPOA).
  3. Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge and ability to use analytical, problem-solving and organizational skills and the ability to work creatively and independently. Ability to communicate effectively both orally and in writing. Ability to plan, organize, manage, direct, and train a diverse number of functions and personnel; the ability to set appropriate priorities to effect timely completion of numerous concurrent tasks within defined resource limitations; the ability to write reports, specifications, policies, and procedures covering a wide range of operational responsibility under defined duties. Thorough knowledge of modern management and administrative techniques related to the development and implementation of appropriate methods of work planning, scheduling, and coordination.

Ability to independently perform a wide range of complex and responsible management and technical assignments associated with business administration. Ability to train and evaluate the productivity and performance of other employees; ability to analyze situations and take corrective action; ability to maintain effective working relationships within a diverse environment of administration, faculty, students and external contacts. Proficiency in the use of personal computers, including appropriate software.

MINIMUM QUALIFICATIONS:

Equivalent to a Bachelor's degree from an accredited institution in Business/Public Administration, or a related field. At least five years of experience in the areas of procurement and/or contract management, and a minimum of three years of experience in managing professional employees. With additional experience in analyzing, organizing and coordinating the work of others, including administrative experience which involved study, analysis and evaluation leading to the development and implementation of administrative policies, procedures and practices. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified above. A graduate degree in a related field may be substituted for one year of the required experience.

PREFERRED QUALIFICATIONS:

Professional certification as a Certified Purchasing Manager (CPM) or Certified Public Procurement Officer (CPO). Equivalent to an advanced degree from an accredited institution in Business/Public Administration, or a related field. Detailed knowledge of the CSU and State regulatory and administrative documents, California Code of Regulations, Public Contract Code, ICSUAM, and SUAM. Strong background in public contracting language. Successful implementation of a P3 project or a similar project is strongly desired. Five (5) years of progressively responsible supervisory experience is highly preferred. Experience with PeopleSoft, or similar common management system.

Experience in the successful completion of Private Public Partnerships (P3) and knowledge in The California Environmental Quality Act CEQA.

Highly desirable: Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence. Experience working with a diverse and multicultural population and performing community services. Demonstrated technical literacy.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.

There are components of this job which are deemed essential on campus. This position will primarily work on the main campus, with occasional work from home. This position requires working on campus with students. The health and safety of our students, faculty, and staff remain our highest priority. In the fall, students, faculty, staff, and the community can expect that masks will be required and that the appropriate degree of social distancing will be in place in all areas based on evolving guidance.
