Job Summary

The Assistant Director of Finance and Operations works in the Budget Office of the College of Arts and Sciences (A&S) on the CU Boulder campus. This position reports to the Vice Dean of Finance and Administration and provides high level fiscal and analytical support as well as managerial oversight for the A&S Financial Services Center. This position has responsibility for managing all aspects of various faculty programs relating to budget including faculty recruiting, start-up, relocation/moving, library support, retention, and research/academic support accounts. Additionally, the position is responsible for all budget aspects of DAICR allocations, college center support, cost share, equipment matching, software licensing as well as administers the college operating budget. The administration of these programs requires the thorough understanding of budget and accounting principles in a university system and the ability to perform complex financial analyses and make recommendations for how to improve the efficiency and effectiveness of the programs.

These tasks require the ability to create and deploy systems and processes that efficiently optimize Budget Office operations by:
  • Making recommendations and implementing process improvements that streamline how the college manages and processes financial agreements.
  • Decreasing the cycle time and administrative complexity required for budget office transactions.
  • Improving the Budget Office's ability to efficiently research and resolve discrepancies.
  • Providing sophisticated financial analysis that enhances college timely decision making.
  • Improving visibility for individuals in the budget office (with access controls).
  • Eliminating redundant processes or efforts.
  • Identifying patterns and potential issues and making recommendations for optimizing the impact of the program.
  • Partnering, collaborating, and providing direction to internal and external partners on financial management, administration, and operations.


This position works closely with faculty and staff in departments to implement programs, provide training sessions, and ensure that faculty spending is in compliance with rules and regulations. This position is integral to the A&S Budget Office and works closely with the deans, associate deans, assistant deans, department chairs and staff. The Director position has supervisory oversight for 15 FTE in the A&S Financial Services Center.

What Your Key Responsibilities Will Be

Fiscal Management and Oversight of Faculty Programs
  • Management of faculty programs including but not limited to faculty recruiting, start-up, relocation/moving, library support, retention, and research/academic support accounts. Fiscal management of the college operating budget including the operating budget algorithm, center support, and DAICR for all departments within the College.
  • Develop a comprehensive understanding of the A&S systems and processes to ensure stability of A&S programs while adjusting for necessary changes due to external factors.
  • Collaborate to streamline and redefine processes to improve Budget Office operations.
  • Manage the College's budget commitments on a defined schedule.
  • Continually enhance tools that document fiscal and non-fiscal commitments for various programs.
  • Develop systems as needed to continually improve Budget Office operations and management of faculty programs.
  • Write clear and concise communications to internal and external parties.
  • Answer policy questions by interpreting and referring to appropriate guideline and policies.


Budget and Financial Modeling and Report Writing
  • Apply accounting and budgetary principles, financial/statistical analysis to create financial models for use by the Dean and his executive staff to aid decision making.
  • Use advanced Excel tools such as pivot tables, graphing, what-ifs and macros to illustrate, analyze and model fiscal concepts.
  • Apply University financial and HR systems, collaboration skills and research capabilities to provide analytical support to resolve problems and address fiscal related issues.
  • Collaborate with the Budget Office team to implement tools that aid effective and efficient budget management and allow for improved decision making in the college.
  • Understanding of each program's unique requirements.
  • Work with department chairs and directors to facilitate sound fiscal practices.
  • Develop managerial financial analyses and reports as needed - Develop, implement, and oversee improvements in current practices.


Manage A&S Financial Services Center (FSC)
  • Provide leadership in the development, implementation and ongoing execution of the A&S Financial Services Center operations and initiatives in support of the College. Oversight of 15.0 FTE staff (3 Managers and 12 Account Techs).
  • Develop strategies and processes which contribute to the University and/or campus mission and accountability for services provided.
  • Responsible and accountable for the analysis of fiscal and human resources required to achieve department objectives including hiring, compensation, termination, and performance management of subordinate employees.
  • Provide day-to-day FSC operations management, including monitoring staffing workload, patterns, initiatives and priorities. Analyze and optimize capacity while ensuring high-quality service is provided to the units served.
  • Develop and implement performance goals that closely align with College objectives and cascade through the entire organization.
  • Develop a culture of accountability, empowerment sharing of ideas and solutions and continuous operational improvement.
  • Promote a culture that focuses on recruiting and retaining talent, succession planning, and employee development.
  • Analyze opportunities to further expand FSC service across the college.


Fiscal Management and Oversight of Various College Programs
  • Provide fiscal management and oversight of various College programs such as the Colorado Shakespeare Festival, the Buffalo Bicycle Classic, various awards and software licensing payments, as needed. Collaborate with the Budget Office team to continue to evolve and optimize the College budget practices and philosophies towards supporting three divisions within the College’s liberal arts mission.

What We Can Offer

Annual Salary Range is $91,000- $105,000 with relocation available.

What We Require
  • Bachelor's degree in finance, accounting or related field OR equivalent combination of education and experience may substitute.
  • Minimum four years of progressively responsible experience in finance or accounting.
  • Minimum four years of supervisory experience in finance or accounting.


What You Will Need
  • Advanced skills and experience in creating financial models/analyses using Microsoft Excel.
  • Demonstrated supervisory experience in building and leading broad based administrative operations.
  • Demonstrated skills in planning, organizing, integrating information and making recommendations within a highly complex organization structure.
  • Demonstrated effectiveness in written and oral communications, collaboration and problem solving.


What We Would Like You To Have
  • Master 's degree in finance, business administration, accounting or comparable subject area.
  • 6+ years of progressively complex experience in finance or accounting.
  • Demonstrated knowledge of university, state, and federal rules pertaining to financial and budgetary activity.
  • Proven track record of using operational improvement management initiatives to optimize operations.
  • Experience with software implementation.
  • Thorough understanding of fund accounting principles.
  • Demonstrated experience supervising and leading large teams.
