Job Summary

Reporting to the Executive Director of Real Estate and Facilities ( EDREF ), this position provides effective executive leadership for District-wide management and coordination of all Capital Improvement Programs to include design and construction services. This leadership position is responsible for setting the vision, goals, and business framework for the Facilities Planning and Development Division, and effectively delegating those expectations to the staff. This position will also serve as a subject matter expert.

Essential Duties and Responsibilities

Performance Requirements*
• Sets division framework and expectations for the implementation and direction of activities related to feasibility studies and facility assessments
• Under the direction of the EDREF, oversees and participates in all aspects of planning and development for TCCs Capital Improvement Plan ( CIP )
• Responsible for orchestration of means and methods used to monitor and evaluate professional services resources used to support the CIP
• Establishes the framework for the effective implementation and assessment of standardized project management processes, including project documentation and methodology, project tracking, and reporting procedures
• Establishes and ensures the incorporation of design standards, administrative procedures, and education specifications
• Sets the expectations for meeting attendance with design & construction professionals during appropriate phases of the projects, and makes recommendations for improvement to the EDREF
• Sets the standards for the review of contract documents for design and construction projects
• Develops procedures to ensure effective execution of program budgets, schedules, estimates, value analysis, design/constructability reviews, change orders/directives, construction surveillance/administration, payment management, project close-out, and all administrative requirements necessary to complete the work (including warranties)
• Ensures required construction program/project records are maintained in a timely and orderly fashion, including logbooks, reports, shop drawings, as-builts, meeting memos, operations and maintenance manuals, materials and products records, and all other records essential to the effective management of the facilities program
• Create the standards for implementation and assessment of the document management system for all program/project records
• Oversees control inspection programs regularly during design and construction phases to ensure high standards of performance and quality workmanship in a timely manner
• Responsible for effective management and assessment of all CIP inspection programs throughout the program/project lifecycle
• Oversees the preparation of projects and District-wide CIP budgets and assists with the preparation and analysis of performance status reports
• Responsible for overarching capital improvement guidance to support the implementation and assessment of District-wide program budgets
• Overall responsible for effective preparation of correspondence, special reports, and presentations on all aspects of the CIP as required
• Oversees all development and standardization of program/project related correspondence, reports, and all presentation efforts with respect to the CIP
• Sets the standards by which to monitor progress of the CIP, including fostering engagement with the Minority-Women-owned Business Enterprise program

General Supervision and Management
• Leads and supervises the capital improvement staff to ensure excellent and timely service for all TCC students and employees, including coordination of program/projects to minimize interruption to academic programs
• Responsible for project assignments, staffing requirements, and effective resource management
• Oversees program/ project management on all capital improvement projects from design to construction

Service Excellence
• Participates on behalf of the College in external community organizations and associations
• Completes all required training and professional development sessions sponsored through Tarrant County College ( TCC )
• Supports the values of the College: diversity, teaching excellence, student success, innovation and creativity and service to the College
• Attends the workplace regularly and follows a work schedule to keep up with the demands of the worksite
• Supports the mission, values and 3 goals and 8 principles of the College

*Performs other related tasks as required.

Required Education, Experience, Certifications, Licensures

• Bachelor’s degree in construction management, architecture, engineering, or related fields
• Ten (10) years of experience in facility planning, design, construction, or related experience

Desired Education, Experience, Certifications, Licensures

• Master’s degree
• Project Management Professional certification ( PMP )
• Licensed Architect or Engineer

• Ability to work cooperatively and collaboratively with college faculty, staff, and administrators
• Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume

• Ability to delegate work appropriately to faculty and staff to meet College and campus deliverables
• Ability to use computer applications and enterprise systems, including proficiency with word processing, spreadsheet, and presentation software
