Job Summary

Reporting to the District Director for HR Operations, this position is responsible for leading efforts that maintain and enhance ongoing learning within the College. The Director of Professional Development defines, creates, and implements strategies, through core resources, for the design, implementation, and evaluation of programs that facilitate professional development, leadership development, succession planning, talent development and continuous learning for all employees. The Director of Professional Development will assure District compliance with all training necessary for compliance with state and federal laws and regulations.

Essential Duties and Responsibilities

• Demonstrates a strong commitment to providing quality employee learning and innovation for all employees by creating a supportive environment that provides access to on-going and well-coordinated activities with the goal of maintaining the highest quality of services for faculty and staff
• Serves as a lead resource on matters of staff and organizational development and collaborates with administrative leaders to develop curriculum and learning plans for all categories of staff
• Reviews and evaluates professional development practices, procedures, and protocols relating to staff learning, professional development, and organizational processes that affect quality; makes recommendations on refinements and other upgrades as appropriate
• Performs needs analyses and reviews organization resources to ensure that learning and development resources exist or are developed to support learning needs based upon projected competencies, organizational changes, and other external factors, as well as the near- and long-term goals of the organization
• Within the scope of available resources, plans, directs, delivers, and evaluates professional development and compliance training for all college employees as appropriate to the performance of their assigned duties
• Works with all levels of management to determine core competencies required for key positions in the organization and identifies specific resources to ensure acquisition and maintenance of those competencies
• Works with management, staff, and faculty involved in the college’s planning and evaluation processes
• Develops and implements the use of course and program assessments, evaluations, learning outcomes assessments, and other processes to ensure the effectiveness of the learning, support, and development of institutional strategic goals, objectives, and activities of the college
• Identifies and implements standardized timelines, orientation, on-the-job and other learning and developmental activities required for acquisition of core competencies and maintenance of required knowledge and skills
• Builds and maintains a catalog and library of learning resources that addresses frequently needed and/or required competencies of all College staff positions
• Develops and maintains advisory/consultative relationships with people in subject-matter expert areas that provide input to or deliver training and development within the college
• Continuously evaluates activities and resources within the college, including the process of evaluating instructor performance, to determine their effectiveness in meeting stated department and/or organizational goals and objectives
• Designs, implements and leads organization-wide learning and development initiatives
• Collaborates with faculty and staff groups on instructional trends and professional development needs
• Demonstrates a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and of staff and students with physical and learning disabilities
• Attends the workplace regularly, reports to work punctually and follows a work schedule to keep up with the demands of the worksite
• Completes all required training and professional development sessions sponsored through the Tarrant County College ( TCC ) Institute
• Supports the values of the College: diversity, teaching excellence, student success, innovation and creativity and service to the College
• Supports the mission, vision, and the 3 goals and 8 principals

Required Education, Experience, Certifications, Licensures

• Bachelor’s degree
• Five (5) years of professional level experience in the field of training, professional development, or related field
• Three (3) years of directly-related supervisor experience

Desired Education, Experience, Certifications, Licensures

• PHR / SPHR certification
• Experience in a community college setting in a training or instructional role

Knowledge, Skills and Ability

• Demonstrated knowledge through direct experience of learning concepts, training and development methods and techniques
• Ability to perform and interpret needs analyses, and translate the findings into actionable next steps
• Strong analytical statistical, quantitative, and deduction skills and ability to make qualitative judgments of training, education and development resources in all types and formats
• Demonstrated knowledge of adult learning processes, instructional design techniques, and evaluation methodologies
• Strong planning and project management skills and ability to apply these skills in effective working partnerships across organizational lines
• Excellent oral/written communication skills, including group facilitation and presentation skills
• Excellent interpersonal skills, including leadership, influencing, and relationship-building across functions
• Ability to work with management to align learning/leadership development with succession planning initiatives
• Ability to organize/prioritize work, manage multiple tasks and projects and function effectively as a self-directed leader of multiple initiatives
• Demonstrate a strong customer orientation
• Demonstrated experience in addressing problems, defining relevant issues, drawing sound conclusions, and making responsible recommendations
• High level of understanding of the employee relations and human resources regarding relevant federal and state laws regarding employee engagement, communication, programs
• Ability to articulate these to a wide constituency
• Excellent oral and written communication skills
• Excellent phone presentation skills
• Ability to work independently and meet critical deadlines
• Strong organizational skills
• Ability to interact with diverse groups and individuals at all organizational levels
• Excellent problem solving, decision making, and organizing skills with the ability to prioritize a heavy workload under pressure and competing assignments
