Job Description



PURPOSE AND SCOPE:

The Manager, Instructional Technology provides leadership to a team of software developers and instructional technologists with the purpose of creating, implementing, and maintaining technologies which will improve the capabilities of LSC-Online. Applies project management methodology. Manages projects related to evaluation, implementation, development, and maintenance of instructional technologies and software, coordinates the activities of developers and technologists, on-boards and trains new employees, and serves as both a resource and an advocate for the team. Contributes to organization success by responding to requests and helping others accomplish required results.

ESSENTIAL JOB FUNCTIONS:

  1. Provides project leadership and supervision, directing and integrating the work of the Instructional Technology team with the work of other teams and departments; Responsible for support, maintenance and scheduling for supported instructional technologies including after-hours support
  2. Develops and manages business processes, standard operating procedures, priorities, and employee development plans in accordance with organizational and department goals; Ensures adherence to departmental and industry standards
  3. Controls SOP formation in areas of responsibility; Makes decisions based on human resource availability and functional objectives; Plans systems development work in response to planned changes in infrastructure and vendor application support; Maintains and documents projects, tasks, and activities in the system of record
  4. Manages staff who provide administrative support to divisions, deans, department chairs, directors, and full-time and part-time faculty by making assignments, setting priorities, and evaluating outcomes; Manages staff who perform complex diagnosis of problems; Provides solutions within area of responsibility while regularly consulting with other technical staff and vendors
  5. Trains, counsels, and coaches staff, making recommendations for professional development and keeping current with changes to standards and procedures
  6. Develops maintenance plans and projects designed to modify complex systems and/or designs, along with integrated subsystems
  7. Provides project management and oversight; designs, writes, tests, implements, and maintains software, including interface applications, task scheduled server-side applets, and tools for testing and delivery of distributed applications
  8. Provides technical and administrative support for LSC-Online’s software implementations; Leads College staff to ensure adherence to prevailing programming standards when performing analysis, writing documentation, and testing components; Works with leaderships, business, and operations personnel to ensure business requirements and system needs are met
  9. Analyze current and continuing information systems requirements; Coordinators the development and maintenance of internal procedures, tools, and documents to provide a high level of application integrity and availability
  10. Maintains and modifies complex systems and/or designs and develops integrated subsystems; Designs and develops programs to address requirements for data conversions
  11. Leads system upgrade procedures and other support activities as needed, and participates in development of improvements to help implement change when needed
  12. Coordinates systems development work in response to planned changes in infrastructure and vendor application support; Participates in support activities and participates in development of improvements to help implement change when needed
  13. Stays current with technological developments in systems and application support, LMS application administration, LMS extensibility, programming best practices, and emerging instructional technology trends; Identifies, develops, and implements administrative best practices
  14. Performs active Incident Management during regular business hours and oversees compliance with associated policies and procedures; May oversee work by department staff to ensure processes, procedures, and communication requirements are followed and enforced
  15. Responsible for other reasonable, related duties as assigned


KNOWLEDGE, SKILLS AND ABILITIES:
  • Proven ability to develop and lead in the development of applications in multiple programming environments; Must have solid programming skills
  • Familiarity with security requirements, web services, service-oriented architecture, design patterns, multi-threaded systems, and automated unit testing
  • Ability to deal with complex problems that must be broken down into manageable pieces, and the ability to successfully manage the assignment of projects each piece to come to a resolution
  • Multi-tasking and prioritization skills
  • Ability to utilize knowledge, experience, and available resources, as well as the experiences of a diverse team, to find solutions

PHYSICAL ABILITIES:

The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as classrooms, offices, meeting and training rooms, and libraries, College-owned vehicles. This requires use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.

WORK SCHEDULE AND CONDITIONS:
  • Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone and other general office equipment
  • Interface with internal and external contacts as needed to carry out the functions of the position
  • Work is performed in a climate-controlled office with minimal exposure to safety hazards
  • May be required to work on-call after regular business hours and/or weekends
REQUIRED QUALIFICATIONS:
  • Bachelor’s degree and at least 5 years of experience with IT/application support and 4 years of experience with software development, or an equivalent combination of education and experience
  • At least 2 years of object-oriented programming experience or an industry standard object-oriented programming certification. Such as: JAVA SE Certified Programmer 1 or Microsoft Certified Professional Developer (MCPD)
  • At least 2 years of web development experience or an industry standard web development certification. Such as: CIW: JavaScript Specialist, Web Design Specialist, or Web Foundations Associate
PREFERRED QUALIFICATIONS:
  • Experience or Certification which includes:
- SQL

- XML

- SOAP

- JQuery/Javascript/Bootstrap

- HTML5

- .NET 4+

- Visual Studio IDE

- oAuth Framework

- IIS or other web server administration
  • Experience working with Learning Management Systems
  • Experience working with the Learning Tools Interoperability standard
  • End-user support experience
  • End-user training experience
  • Certified Associate in Project Management (CAPM)
Salary

Hiring salary range is $74,911 - $86,148

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
