Director of Environmental Health and Safety



Job Description:

Reporting to the Executive Director of University Facilities, the Director of Environmental Health and Safety is responsible for all aspects of a college based environmental health and safety program. This includes, but not limited to: asbestos, building and fire safety, construction safety as it applies to University employees, emergency preparedness and response, environmental compliance, ergonomic safety, hazardous materials and waste, incident investigations and reporting, indoor air quality including mold issues, occupational safety and workers compensation reporting. The Director of Environmental Health and Safety oversees the College's Safety Committee and works closely with the Facilities Department and the Chemical Hygiene Officer (CHO) and other campus personnel assigned to both safety and emergency response roles.

Essential Functions:
  • Performs job safety analysis for employees and makes the appropriate recommendations for health and safety improvements. Assists employees with the proper selection, storage, training, and use of safety equipment, including personal protective equipment. Oversees industrial hygiene management.

  • Inspects College areas, buildings, laboratories, shops, and equipment for code compliance as well as for health and safety concerns. Monitors asbestos abatement projects, coordinate asbestos inspections and air sampling. Responds to odor, mold complaints and other indoor air quality issues. Coordinates, inspects, maintains, and tests all health & and fire safety equipment monthly or annually, as required.

  • Manages the Worker’s Compensation program including accident investigation, medical management, OSHA reporting and trend analysis. Investigates accidents and incidents involving hazards, fire, illness or injury and identify the root cause in order to recommend corrective action and prevent a recurrence.

  • Determines room capacities for event planning.

  • Creates system to maintain records for injuries, hazardous waste, inspections, testing, medical monitoring, equipment, training, abatements, and other health, safety and environmental issues, chemical inventory system and SDS files. Maintains fire log and complete fire portions of the CLEARY Report. Maintains the OSHA 300 Log and file the report to the Bureau of Labor Statistics. Completes the Monthly Emissions Report and files the annual Through-put to DEQ. Files the annual SARA Title II Hazardous Materials Report.

  • Provides support for the existing hazardous waste program, which includes overseeing the Main and Satellite Accumulation Areas (MAA and SAA), collection of hazardous waste and maintaining regulatory compliance.

  • Participates in budget preparation and tracking and monitoring progress for all Environmental Health and Safety projects/programs.

  • Conducts ergonomic evaluations and makes recommendations on corrective actions.

  • Responds to all type emergencies, including but not limited to fire, hazardous materials or petroleum releases, as well as accidents, injuries and public health incidents. Utilizes, maintains, and calibrates all emergency detection and response equipment.

  • Manages local, state and federal environmental compliance, as it pertains to clean air, clean water (NPDES / Stormwater etc.). Researches and tracks pending and current environmental legislation/regulations. Monitors developing environmental federal, state, and local regulatory requirements and risk initiatives; analyze potential impacts on system operations; provide operations and upper management with information as appropriate. Acts as liaison with all regulatory agencies at the local, state, and federal levels (City of Lexington, County of Rockbridge, OSHA/VOSH, EPA, DEQ, SFO etc.) for health, safety and environmental related issues.

  • Advises on a fire safety program. Conducts annual fire safety training/fire extinguisher training for RA’s/CA’s.

  • Conducts job specific employee Safety training when applicable. Conducts Annual Mandatory Training including, but not limited to: Asbestos Awareness, BloodBorne Pathogens, Hazard Communications, HAZWOPPER Awareness, Electrical 70E Awareness, and Hearing Conservation.

  • Conducts other Safety training for the campus community, i.e. CPR/AED, First Aid, Confined Space, Forklift, JLG, Fire Safety, Fire Extinguisher and additional training as requested.

  • Additional related duties as assigned.

Minimum Qualifications: Bachelor's degree in an EH&S related field, or an Associate's degree with 3 - 5 years of related experience. Certified Safety Professional (CSP) certification preferred. A valid driver's license and clean driving record is required. Experience training both small and large groups is preferred. Excellent verbal and written communication, time management, organizational and project management skill are expected. Demonstrated strong problem solving and judgment skills. Ability to take initiative, have attention to detail, work independently and collaboratively. Proficiency in Microsoft Office including Word and Excel, and the ability to learn and use new software programs. Knowledge of and ability to interpret local, state and federal codes, regulations and standards, college policies and procedures, investigative techniques, reporting, root cause analysis, hazardous waste management principles, training development and facilitation. Skill in interpersonal relations and in dealing with peers and the public; works effectively with a wide range of constituencies in a diverse community.

Physical Requirements:
  • Fingering: Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling.

  • Stooping: Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.

  • Kneeling: Bending legs at knee to come to a rest on knee or knees.

  • Crouching: Bending the body downward and forward by bending leg and spine.

  • Crawling: Moving about on hands and knees or hands and feet.

  • Reaching: Extending hand(s) and arm(s) in any direction.

  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.

  • Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion.

  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. This factor is important if it occurs to a considerable degree and requires the substantial use of the upper extremities and back muscles.

Working Conditions:
  • The worker is subject to both environmental conditions: Activities occur inside and outside.

  • The worker is subject to extreme cold: Temperatures typically below 32 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as wind and humidity.

  • The worker is subject to noise: There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level.

  • The worker is subject to vibration: Exposure to oscillating movements of the extremities or whole body.

  • The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.

  • The worker is subject to oils: There is air and/or skin exposure to oils and other cutting fluids.

  • The worker is exposed to infectious diseases.

Types of Work: Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work Schedule: Monday – Friday 8:00 am – 5:00 pm with occasional evening and weekend hours
