Position Summary

Under general supervision of the Chief of Police in consultation with the Law Enforcement Dispatch Supervisor and Police Sergeants, this position works in a critical office on campus that serves as a hub of all alarms and notification systems that are crucial to the safety of the campus community. This position works independently to provide communications via two-way radios, telephones and computer for the University Police, Dispatch and telephone operations. It is a crucial position for coordinating internal as well as external communications for the campus. This position works alone and is subject to occasional supervisory checks. This position must be able to prioritize, efficiently manage multiple tasks/assignments and remain calm in outwardly stressful incidents. This position must maintain an excellent understanding of Department/University policies and procedures. It is accountable for accurate police reports, dispatch logs and police records which are always sensitive and highly confidential in nature. This position requires the ability to use discretion and good judgment regarding confidential information This position plays a key role in the maintenance, creation and dissemination of legally required crime and activity statistics.

This position requires becoming and maintaining certification with WI DOJ TIME system. This certification requires an extensive background and criminal history check. All is required to take place within 30 days of the hire date. The position also requires an ability and willingness to maintain and enhance professional competencies by participating in professional development workshops, seminars, and training sessions related to current position responsibilities.

Although the position primarily works alone, it also requires the ability to meet and work effectively with people across multiple levels of the organization. Must possess effective oral and written communication skills.

Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus crime Statistics Act (Clery Act).

The work schedule for this position will consist of 3rd, 2nd and 1st shift, weekend and holidays as needed. Schedules will be offered up to bid and evaluated based on the needs of the department.

This is a full-time position with expected continuous employment and includes a State of Wisconsin benefits package. The starting salary is $18.15 per hour. An additional night shift differential of $0.45 per hour included for hours worked between 6:00 p.m. and 6:00 a.m.

Description of College / Department / Program / Division / Unit

The Division of Administration and Finance is committed to providing quality campus services to faculty, staff, students and external constituencies in support of the university’s mission of teaching, research, and public service. The division includes Business Services, Budget Office, Facilities Planning & Management, Human Resources, Information Technology Services, and University Police & Parking Services.

Required Qualifications

• Minimum of high school diploma or equivalent.
• Knowledge and experience in the use of computer software including Microsoft Suite (i.e. Word, Excel).
• Experience in operating telephones, call center and call taking.
• Knowledge and experience of office practices and procedures.

Preferred Qualifications

• Experience with policies and procedures in a public safety department.
• Advanced computer skills and knowledge.
• Prior dispatch experience.
• Experience with two-way radio use.
• Proficient typing skills.
• eTIME Certified.

Physical Demands

• Ability to perform repetitive motions associated with keyboarding.
• The ability to remain calm in outwardly stressful incidents.

Working conditions and environment

• This position primarily works alone and is limited to the immediate dispatch office/areas during the working hours.

Entry of reports and records

Duties to Support Responsibility

• Maintain and continuously update information into a log of University Police Department activities which is crucial for the completion of Department Reports.
• Determine classification categories and accurately document police activities using independent judgment and accountability.
• Enter data and written police reports into Department record management software ( RMS ).
• Search for requested information from a variety of sources to recover information on license plates, VIN numbers and personal background checks utilizing WI DOJ Time system. Interpret and inform officers of information provided. Maintain confidentiality of transmissions and records. Access to this information requires a certification from the State DOJ that must be maintained.
• Generate required reports for police and university.
• Serve as the afterhours contact for all University Business and needs
• Receive and relay or document telephone messages for the University Police Department.
• Assist voice network manager and police chief with various reports as needed.
• Monitor a variety of alarms that are crucial to safety and security of the campus community.

Duties to Support Responsibility

• Operate a telephone system for the main university number as well as emergency and non-emergency police numbers. Evaluate and prioritize each request and decide appropriate action.
• Transfer and/or provide dialing instructions and assistance to users.
• Coordinate service efforts between public, campus police, and other public safety agencies using radio base console. If needed notify supervisor(s) of malfunctioning/damaged/unserviceable equipment.
• Monitor safety of university police officers through status verification.
• Monitor campus fire alarm master panel for all buildings, emergency blue light phones, elevator phones, AED defibrillator locations, and all other Department alarm systems. Initiate and coordinate appropriate responses.
• Receive and act on emergency calls. Determine level of emergency, decide course of action and prioritize activity to handle emergency situations. Follow through on documenting all necessary information for police reports.
