Position Summary:

The Community Outreach Consultant will work in the Opioid Harm Prevention program funded by CDC grants to the Wisconsin Department of Health Services (DHS). This individual, based at DHS and in collaboration with the UW Population Health Institute, will support community organizations, public health agencies, and other stakeholders by facilitating training and technical assistance around communication, planning, and the use of data to address the opioid epidemic.

This Community Outreach Consultant will serve as a link between local communities, DHS, UW, and other partners. The incumbent will work with those partners in the identification of training and coaching needs in opioid harm prevention and in empowering local change makers.

The Community Outreach Consultant will be responsible for working with other team members (specialists in evaluation, epidemiology, communications and program coordination) on the identification, development, preparation, and dissemination of materials documenting and translating promising practices in opioid harm prevention for diverse populations. This position will assist local partners in the development of sustainable infrastructures to support evidence-based community level interventions to prevent opioid harm. The incumbent uses a health equity lens and promotes diversity and inclusion throughout their work.

Degree and Area of Specialization:

Bachelor's degree required in public health, communications, social work, community studies, political science or related field. Master's degree preferred.

Minimum Years and Type of Relevant Work Experience:

- A minimum of two years of project management, community organizing, and/or working with community governmental and non-profit organizations is required, three years preferred.
- Experience developing positive relationships with key community leaders, service providers, policy makers, and other local stakeholders is required. Including:
*Ability to work independently with communities and local health departments, including tribal communities
*Experience working on a team of local partners
- Experience in planning and facilitating meetings of people with diverse interests and ideas is required.
- Experience in local leadership development and relationship building to coalesce collective activities to achieve goals is required.
- Extensive knowledge of community-based organizations and non-profits, including county level public health/mental health/substance use agencies is strongly preferred.
- Knowledge and application of cultural competence and strategies to ensure equitable access to quality prevention resources for diverse and at-risk populations is strongly preferred.
- Knowledge of risks and impacts of opioid harm on individuals, families and communities is strongly preferred.

Well-qualified candidates will have:
- Experience in development, mobilizing and sustaining coalitions
- Knowledge of community-based, research-informed public health prevention strategies
- Excellent language, writing and speaking skills
- Organizational skills and attention to detail
- Experience in public speaking, training and facilitation
- Knowledge of health disparities and factors that increase the risk of illness, disability, addiction, and mental illness

This position requires some work to be performed in-person, onsite, at the Wisconsin Department of Health Services (DHS), 1 West Wilson Street, Madison, WI 53703. Some work may be performed remotely, at an offsite, non-campus/non-DHS work location.
