The Accounting & Payroll Manager functions as the Chief Financial Accountant for the District; it also serves as the supervisor of fiscal related professional staff as well as a Fiscal Supervisor with fiscal related staff. This position is also the highest agency statewide expert in a financial specialty area including but, not limited to; policy and process development, monitoring of all district wide accounting, investment management/account reconciliation, and audit/internal controls. This position also has primary responsibility for District wide financial reporting.

ESSENTIAL FUNCTIONS: ACCOUNTING (GENERAL/TREASURY/FINANCIAL ASSETS/PAYROLL) TO INCLUDE MONTHLY/QUARTERLY AND ANNUAL/BIENNIAL CLOSING:

GENERAL

Monitors and reviews general ledger balances and general ledger transactions.

Prepares, processes, analyzes, reviews, and approves general ledger accounting transactions and adjusting entries and corrections.

Integrates and maintains accounting sub-systems and cross pillar reconciliation methods; reviews internal policy for compliance with OFM standards and procedures.

Generates accounting reports and assists in financial reconciliation work. Works with district wide staff to ensure proper closings.

Reviews and resolves discrepancies between FSCM, SMARTER, and AFRS.

Assists in the development of financial statements. Assists in the development of policies and procedures related to accounting processes and functions.

 

TREASURY

Ensures reimbursement from State and Federal sources are requested and received in a timely manner. Monitors District investments.

Assists in the preparation of monthly bank reconciliations for review by the Director of Fiscal Services and approval by the Vice President of Administrative Services.

Monitors cash balances by fund.

Monitors appropriate use of proceeds from debt financing and ensures scheduled debt payments are made and recorded in a timely manner. Assists in the closing processes for Treasury.

Assists in development of policies and procedures related to Treasury business processes and functions.

 

FINANCIAL ASSETS

Responsible for recording, depreciating and reporting of physical assets. Assists in the closing processes for Asset Management. Reconciliation between Direct Line and ctcLink.

 

PAYROLL

Coordinates with Human Resources and the Payroll Office to ensure that accounting information is correctly coded.

Coordinate proper coding of positions and salaries with Human Resources and Payroll departments. Coordinate calculation of amounts required to fund full-time faculty salary changes, part-time faculty hires, and related benefits expenditures.

 

REPORTING:

Preparation of complex reports for external parties, including but not limited to; the State Auditor’s Office, the Office of Financial Management, the Department of Revenue, the Internal Revenue Service, the State Board for Community and Technical Colleges, the Department of Education, and the National Center for Education Statistics.

Preparation of complex reports for internal needs including but not limited to reconciliation, inventory. Oversees 1098, 1099, and W2 reporting.

Prepares and submits quarterly payroll tax reports. Provide the State Board for Community & Technical Colleges (SBCTC) with information to prepare biennial funding requests based upon current biennium experience and predicted changes in programs.

 

LEADERSHIP, POLICIES & PROCEDURES, COMMUNICATIONS & RELATIONS:

Provides management guidance to staff for long-term fiscal cyclic requirements; determines deadlines and plans staffing requirements for special fiscal projects; initiates and develops fiscal management reports as required for effective accounting and management practices.

Serves as required, or as necessary, on various committees throughout the District and State. Fosters partnerships with other colleges in Pierce County and/or statewide, as appropriate to topics of interest to the District.

Serve as a liaison with and advice department administrations regarding accounting rules, policy interpretation, and related compliance issues.

Provide guidance, direction, and training to district departments on finance policy and procedure to enhance district effectiveness and customer service.

Develop and maintain District policies and procedures to ensure compliance with State and Federal laws and regulations, and community college system fiscal policies.

Recommend changes in policies/procedures to serve the best interest of the District.

 

AUDIT/INTERNAL CONTOL:

Assures compliance with fiscal policies and procedures issued by SBCTC, OFM, and IRS. Makes recommendations regarding fiscal controls; develops fiscal procedures and accounting systems. Responds to audit reports (State, DOR, IRS, SBCTC, etc.) and takes corrective management actions; initiates changes to meet discrepancies or noncompliance cited by auditors.

Conducts internal audits as required, or as necessary.

Develop and maintain internal controls to safeguard the District's resources and assets. Balance the need for internal controls with best practices for effective and efficient operations.

Leads other staff in performing unannounced cash counts at cash collection locations throughout the district.

Recommends changes in cash handling procedures and assist the Cashier’s office and others in implementing strong cash control procedures.

 

TEAM WORK:

Participates with and serves as backup for other Finance Department activities, including but not limited to: mailing of Refund, Accounts Payable, Payroll, and Financial Aid checks. Assists in preparation of records, annually, for archival.

Completes special projects as assigned by the Budget Analyst 4, Director of Fiscal Services, or Vice President of Administrative Services.

  

QUALIFICATIONS:

 

Required Education:

Some college level coursework including at least 15 quarter or 10 semester hours in accounting, auditing, or budgeting from an accredited college or university.

 

Required Experience:

5 years of relevant professional experience. Experience with budget coding systems.

Experience monitoring expenditures and reconciling funds and accounts.

Comprehensive understanding of current modern principles, practices and methods of accounting; internal accounting controls, budgeting, fund accounting, and generally accepted accounting principles (GAAP).

Terms of Employment:

This is a full-time (40 hours per week) classified, overtime-eligible position with Pierce College District. The primary work location will be Pierce College Fort Steilacoom campus, but infrequent travel to Pierce College campuses or sites may occur. Work hours are between 7:00 a.m. and 5:00 p.m. Monday through Friday. This position may be subject to reassignment between campuses or sites.

Salary & Benefits:

The starting salary range of this position is $4,974 - $5,772 a month (dependent upon qualifications), with annual periodic increments up to $6,534. However, your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary. Physical Work Environment:

This position works indoors in an office environment. During this time, core staff approved by their supervisors to come onto campus are covered by a safety plan that follows social distancing and Personal Protective Equipment (PPE) protocols. This includes minimizing close contact by limiting time on campus; conducting meetings virtually; and implementing other creative strategies to reduce the density of employees on campus to keep everyone safe.
