Job Summary
Reporting to the District Director of HR Operations, the Director of Talent Acquisition leads, develops, and evaluates recruiting strategies and workforce planning to meet the current and future staffing needs of the College. Using data-based decision-making skills, the incumbent is responsible continuous improvement efforts in our recruitment and selection policies, procedures, and operations administered through our in-house recruiting team.
Key responsibilities of this leadership position include full life cycle recruiting, i.e., job posting, candidate sourcing, document review, and management of the offer process. The incumbent should have an entrepreneurial mindset with the ability to rollup their sleeves and support team members. Additionally, the position will recommend innovative ways to attract and select diverse talent, implement best practices, and support critical improvement initiatives.
Essential Duties and Responsibilities
Performance Requirements
- Promote a culture of continuous improvement and innovation; execute strategies to improve hiring processes, build capabilities in data-driven decision making, talent forecasting, sourcing techniques, and interview best practices
- Manage the applicant tracking / candidate management system in collaboration with the HRIS and IT team
- Develop and maintain excellent vendor relationships and partnerships to ensure favorable, consistent service levels
- Design and implement a multi-faceted candidate management strategy to best address immediate and future business needs
- Execute sourcing initiatives to build a proactive pipeline of diverse and well-qualified applicants, and identify most qualified candidates through various screening and assessment channels
- Provide key metrics related to recruiting efforts including average time to fill, offer to close, hires per month, and supervisor response time
- Maintain expert knowledge of functional specialty by staying abreast of best practices, legal developments, emerging trends, technological advancements and benchmark comparisons.
- Assist supervisors at all levels of the organization with minimizing complexity and with identifying productive cross-functional efficiencies and workplace behaviors
- Partners closely with colleagues to ensure culturally appropriate marketing and branding solutions, customer interactions and community engagement
- Manage and improve the standardization process for talent acquisition and the selection of candidates at all levels; oversee auditing of request to advertise and hire
- Develops strategic partnerships internally and externally and participates in external job fairs, conferences, trade shows with the goal of attracting and building talent pools
- Work closely and collaboratively with leaders throughout the College; identify, develop, and sustain productive relationships with all functions
- Develops and maintains advisory/consultative relationships with subject-matter experts that provide input or consultation related to talent acquisition
- Interprets TCCD policy and procedures for employees and leaders
- Responsible for personnel management, evaluation, and development of assigned direct reports
- Ensures that responsibilities of applicable employees are met in the following functional areas: talent acquisition, recruiting, sourcing, candidate management, customer service, supervisor support

Required Education, Experience, Certifications, Licensures
- Bachelor’s degree
- Five (5) years of progressively more responsible experience leading talent acquisition-related responsibilities
- Three (3) years of experience supervising employees professional and administrative support personnel
- Master’s degree
- Eight (8) years of progressively more responsible experience in in talent acquisition, recruiting, candidate management or closely related experience
- Three (3) years of directly related supervisory experience in an institution of higher education (e.g., managing and evaluating performance of others)
- HR Certification
- Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
- Demonstrated knowledge through direct experience of learning concepts, training and development methods and techniques
- Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
- Ability to work independently, after hours and on weekends when needed
- Intermediate skills in Microsoft Word, Excel, Outlook, and PowerPoint
- Ability to communicate effectively in both written and oral format
- Ability to establish collaborative relationships
- Ability to organize, analyze and prioritize work, and data of self and direct reports
- Ability to effectively present complex information to diverse groups and individuals
- Ability to travel to the different campus locations for problem resolution, meetings, trainings, etc.
