Department Summary
University Health Services (UHS) is a unit within the Division of Student Services and Enrollment Management (SSEM) and is a nationally accredited (AAAHC) outpatient clinic providing primary care to students at the University of Oregon. All staff are required to uphold the values of the UHS.

Position Summary
The HR Manager is responsible for the planning, administration, and directing of operations, programs, and policies for all UHS human resources functions. This includes managing the recruitment, selection, and hiring processes; compensation and classification; employee succession planning; management development; employee relations and conflict resolution; payroll and travel functions; onboarding and exiting processes; development and implementation of HR policies; and management of personnel files. This position provides collaborative and consultative advice and counsel to UHS executive leadership on confidential matters. This position serves as a resource on the SEIU collective bargaining agreement; personnel rules interpretation, use, and compliance; and best practices with HR policies and practices. The HR Manager serves as a key link between the UHS, SSEM, University Human Resources, and other related departments on campus.

This position reports to the Director of Finance & Business Operations, is a member of the UHS Leadership Team, and is responsible to supervise UHS administrative staff members. This position works in support of the University Health Services mission and vision, and is consistent with UO policy. Some aspects of this position may be completed in collaboration with other University departments.

Special Requirements:
  • Position requires routine screening of Medicaid and Medicare Exclusion Lists. Employee loses eligibility for employment if on the List of Excluded Individuals and Entities (LEIE) and/or System of Award Management (SAM).
  • Must be in compliance with UHS policies regarding tuberculosis screening, measles and mumps (MMR), seasonal flu, hepatitis B, and other immunization requirements.

    Minimum Requirements
  • Bachelor's degree OR an equivalent combination of skills, experience, or education
  • Five years of experience in human resources administration
  • One year of experience leading or supervising the work of professional staff

    Preferred Qualifications
  • Experience with human resources management in a healthcare setting, including interpreting HR policies and procedures
  • Current SHRM-CP certification, PHR certification, or higher
  • Experience working with employees represented by collective bargaining units
  • Experience working with a Talent Management System
  • Experience working with Human Resources Information Systems (HRIS)
  • Experience working in a HIPAA compliant setting
  • Experience working in higher education
