Procurement Manager I

 

Coastal Carolina University is currently accepting applications for the following position: Procurement Manager I in the Office of Procurement Services. Under limited supervision of the Director of Procurement Services, the position serves as a Procurement Manager in procuring a variety of complex goods and services in accordance with the S.C. Consolidated Procurement Code and University procurement policies and procedures.  

 

Duties include, but are not necessarily limited to:  independently procuring a variety of complex goods and services up to the University’s procurement certification limits, including conducting market research, developing specifications, issuing solicitations, administering pre-bid conferences and site visits as needed, evaluating bids and proposals, and issuing awards; coordinating assigned procurements which are above the University’s certification limits with the State procurement office, including handling of all necessary communications and organization of evaluation panel meetings as needed; advising University departments of procurement policies and procedures and methods of procurement; serving as contract administrator for assigned solicitations and purchase orders, addressing service and product problem issues as needed; providing assistance, when needed, with processing non state-contract purchase requisitions which do not require solicitation, including coordinating any accompanying contracts with the University’s Legal area; providing assistance, when needed, in processing purchase requisitions for items found on state contracts; providing exceptional customer service to all constituents; and handling special projects and other related duties assigned by the Director. 

 

Requirements: A bachelor’s degree and two (2) years of experience as a buyer with a State of S.C. higher education institution, to include extensive experience with:  conducting market research; developing specifications; issuing complex solicitations for goods, services, and information technology; evaluating offers; and issuing awards is required. Experience in procurement management may be considered in lieu of a bachelor’s degree upon approval of the Division of State Human Resources. Five (5) years or more of extensive experience as a buyer with a State of S.C. higher education institution, to include experience with:  conducting market research; developing specifications; issuing complex solicitations for goods, services, and information technology; evaluating offers; and issuing awards is preferred. CPPB, CPPO, and/or NIGP-CPP designation preferred.

Procurement Manager I (AC30/004887/FTE-S00501P), full-time position with benefits. SC State Pay Band: 06.  Normal work hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. Must be flexible to meet the special scheduling needs of the university.  Occasional one-day and overnight travel may be required for additional training or conference attendance.
