MINIMUM PAY RATE: $79,480 annually (FY22)

POSITION SUMMARY

The Director of Workforce Development is responsible for the strategic vision, development, operations, fiscal performance and coordination of both the Will and Grundy County’s Workforce Development programs and services. This position has a direct reporting relationship to the Dean of Applied Arts, Workforce Education and Training, and a direct supervisory relationship with professional/support/clerical staff employees and project supervision in assigned areas. This position is institutionally funded while the program financing is through various grant-funding sources, which this position is instrumental in securing and administering.

ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES

1. Direct all the workforce development programs and services; formulate its goals and policies; determine its objectives and establish standards of performance.

2. Envision the strategic plan, determine the strategies, and implement actions to ensure realization of mission and philosophy.

3. Administer state and/or federal job training and job placement grants and contracts; oversee adherence to grant rules and regulations; reporting requirements, and management information systems.

4. Assess emerging technologies applicable to workforce development programs; initiate actions to integrate technology into the reporting infrastructure and delivery of service mechanisms.

5. Provide leadership to a multi-dimensional staff from a project management or team orientation; establish performance measures and internal articulation procedures for workflow; design systems and monitor projects for adherence to timeliness and quality. Oversight for direct reports, performance management, training/development, hiring/onboarding, employee engagement and retention.

6. Develop policies, guidelines and systems to ensure an effective operation of the grants, monitor enrollment and implement retention strategies; serve as the primary point of contact with funding agencies for grant programs.

7. Prepare and present reports on a monthly basis on grant status, statistics, cost effectiveness, and other requested topics.

8. Research new grant opportunities and develop proposals in collaboration with grant staff.

9. Responsible for budget and grant compliance. Assist with building and managing departmental and grant budgets; monitor variance between projected and actual calculations; make budget decisions and recommendations based upon analysis and evaluation of statistics; recommend resource allocation and monitor monthly expenditures; recommend capital expenditures related to program development.

10.Participate in Will and Grundy County’s Workforce Investment Board meetings and committees.

11. Develop relationships and grant partnerships with community agencies (attend meetings with partner agencies, coordinate program activities at off-site locations); participate in state, federal, regional and college-wide committees,

Develop/write proposal overviews and participate in the writing, researching, editing, and submission of grant proposals; coordinate the development of grant application budgets with the Grant Accountant; assist and lead the process of identifying funding opportunities that will support institutional goals.

13. Ensure compliance with Clery Act departmental responsibilities as identified by board policy 11.11.00 Clery Act Compliance.

14. Perform other related duties as assigned.

MINIMUM QUALIFICATIONS

1. Master's Degree in Public Administration, Business, Training and Development, Education or related field.

2. Five (5) years of work experience which includes strong leadership skills, supervisory and budget responsibility, and the ability to problem-solve.

3. Knowledge and experience of strategic planning and project management with a team orientation.

4. Demonstrated understanding, sensitivity, and commitment to meeting the needs of the diverse ethnic, cultural, socioeconomic, and disability background of the student and community population.

5. Ability to relate well with the public.

6. Grant writing and grant management experience.

7. Excellent public speaking and communication skills (oral, written, electronic, etc.).

PREFERRED QUALIFICATIONS

1. Experience in an educational setting.

2. Teaching experience in a secondary classroom or community college.

3. Bilingual and multicultural awareness.

PHYSICAL DEMANDS

1. Normal office physical demands.

2. Ability to travel between campus locations and to and from community events.

3. Ability to travel in state.

WORKING CONDITIONS

1. Duties are performed indoors in the usual office and/or outdoor environment.

2. Evening and/or weekend work as needed.

3. Local travel required.
