Position Summary: The Assistant Dean of Students serves as an advocate for students, promotes student wellbeing, success and retention. This position reports to the Assistant Vice President and Dean of Students. The Assistant Dean of Students creates a culture of learning and engagement for PSCC students by applying student development theories and learning outcomes that promote students' academic and personal success, thereby increasing student satisfaction and student retention. This position serves as the chief conduct officer and case manager for the Behavioral Intervention Team in addition to supervising a small portfolio of departments within Student Affairs.

Essential Functions:

30% Direct all aspects of the college’s student conduct program. Investigate, adjudicate and determine disciplinary sanction/s (up to and including expulsion) for cases of student misconduct. Provide support and advise on cases of student-to-student sexual misconduct, harassment and discrimination in accordance with Federal regulations and Tennessee Board of Regents (TBR) and college policies. Monitor students on the Sex Offender Registry.

30% Serve as a member of the Behavioral Intervention Team (BIT) that includes: investigating reports of disruptive, problematic or concerning behavior; performing risk and threat assessments; determining the best mechanisms for support, intervention, warning/notification and response; and on-going case management. Initiate awareness campaigns for reporting behaviors of concern harm to self or others.

25% Formulate area strategy in consultation with the Assistant Vice President/Dean of Students aligned with the institutional strategic plan and provide supervision, leadership, and vision for departments within Student Affairs that may include: Counseling, Disability Services, Care and Advocacy, (Determination for additional departments may be added based upon skills and experience of the incumbent and the needs of the College.)

10% Develop key collaborative relationships with campus administrative areas, faculty, campus and community leaders to enhance planning and implementing strategic initiatives, resolving issues, and responding to crisis incidents. Serve as a resource to college faculty and staff in dealing with students' disruptive behavior within and outside the classroom. Educate the campus community regarding student disciplinary procedures and due process. Develop training sessions and promotional materials for managing disruptive student behavior. Serve on campus committees as necessary.

5% Maintain records and develop reports of student disciplinary and BIT cases in accordance with applicable college policies and state/federal laws . Certify authorized disclosure of student’s disciplinary histories to employers and professional schools within the applicable confines of federal privacy laws. Provide leadership and guidance in analysis, review, creation and interpretation of student policies and procedures.

Job Requirements:

Master’s degree in higher education administration, student personnel administration, judicial affairs, student development, education, psychology, human services, counseling or related field.

Knowledge of Federal regulations pertaining to ADA, Higher Education Act - Title IV, FERPA, Title IX; knowledge of student conduct policy and due process; knowledge of risk and threat assessment relating to harm of self and others; interpersonal communication, investigative, interviewing and mediation skills; data base records management; knowledge of student development theories.

Five years combined experience in one or more of the following areas:

· student conduct administration

· residence life administration

· student life

· new student orientation

· managing the behavior of college-aged students

· other related areas in higher education

Ideal candidates will have worked in more than one functional area or have meaningful experience within another functional area within Student Affairs as the position requires broad functional knowledge of the division.

Part-time work experience is calculated at 50% credit of full-time work experience

Scope of Responsibility:

The Assistant Dean of Students, guided by research-based best practices, federal and state law, TBR and institutional policy will be responsible for initiating and leading change and innovation through program development focused on student development and success. Issues encountered by the Dean of Students require a high level of creative thinking, analytical skill, assessment, and problem solving to accomplish the area strategic goals and contribute to the college’s mission. Sound functional and technical knowledge within the areas of direct oversight are essential to being effective in this role.

So that appropriate and fair judgments and decisions are made, all disciplinary and behavioral investigations, determinations of the evidence, and finding of fact require a high level of analytical skill. The student conduct determinations require astute knowledge of, strict adherence to, and ability to equitably apply Federal, state and college policies and operating procedures, as well as a high level of interpersonal skills and knowledge of student development theories. Determination of disciplinary sanctions requires a high level of creative thinking, listening and mediation skills. Decisions made by the Assistant Dean of Students may be informed by or lead to the establishment of new institutional precedents.

Nature of Contacts: The Assistant Dean of Students regularly meets with faculty, students, and staff across the institution to collect information, provide guidance on responding to student concerns, investigate allegations of student misconduct, which may include Title IX complaints; negotiate, mediate and resolve conflicts and complaints; conduct behavior risk and threat assessment. Discussions are sensitive. Tact and diplomacy are essential.

Primary regular contacts include the AVP/Dean of Students, Vice President of Student Affairs, Pellissippi State Police; AVP of Enrollment Services; Director of Counseling; Executive Director of Equity and Compliance/Title IX coordinator, academic deans, Executive Director of Tennessee Consortium for International Studies, faculty and staff. The nature of the interactions varies on the situation, but are most often to advise, seek understanding, persuade, and resolve conflicts.

External agencies include: student conduct colleagues at other colleges; mobile crisis units; occasional law enforcement; Tennessee Board of Regents legal counsel.

Physical Demands: Long periods of time spent on the computer documenting cases, authoring written communication, data base entry and report generation. Hearing ability is necessary to effectively interview and investigate misconduct allegations. Ability to see is necessary to observe non-verbal behavior while interviewing/investigating misconduct allegations.

Pay Rate: $64,580 - $81,190/per year. Pay will be determined based on related work experience above required. To be considered in determining pay, all related work experience must be listed on the application.
