The Center for Social Concern (CSC) fosters a life-long commitment to active citizenship through education, action, and reflection. Working toward this mission, the CSC strives to support students on the Homewood Campus of Johns Hopkins University through engagement opportunities with the Baltimore community. We are seeking aBudget Analyst which is a critical role that supports the operations and fiscal management of the CSC. This position isresponsible for budget management, financial reporting and auditing for all departmental budgets, and student hiring and payroll processing. This position will also include participation in committee work, operational activities, and advising support of student organizations.

The incumbent will work closely with the Business Manager in the Dean of Academic and Student Services Office to ensure proper financial and HR management practices are in place.

Specific Duties & Responsibilities:

Financial & Operational Administration (60%)

The Budget Analyst will work in collaboration with staff to project, manage, evaluate, and monitor all financial transactions and budgets related to programs and operations, including general operating and personnel – with over 75 active budgets that include gifts and endowments totaling nearly $1 Million. Responsibilities include:

  • Monitor and prepare budget tracking and forecasting documents for staff and student leaders to ensure budget accountability and effective management of records as required for audits and planning
  • Interpret and review financial data to evaluate and determine financial performance and financial projections
  • Perform complex reconciliations of monthly expenditure statements and prepare documents required to maintain balanced accounts for review by staff
  • Gain working knowledge of Hopkins Groups, university’s student organization platform, to implement annual student group budget financial tracking
  • Identify, create, and revise internal standard operating procedures (SOP) for finance and operations to streamline activities
  • Review and process all vendor invoices, deposits, fellowship payments, and travel reimbursements as needed
  • Prepare check requisitions, travel advances, travel expense reports, wires and other payment requests
  • Work collaboratively with CSC leadership to manage annual endowment and grant funding
  • Support the hiring of all students, staff, and independent contractors
  • Ensure compliance with all relevant University and/or agency regulations and restrictions
  • Oversee Center’s procurement card transactions and monthly reconciliations


Payroll Supervisor to Student Staff (30%)

This position will act as the lead in hiring of approximately 150 academic year student employees and 60 summer employees. The Budget Analyst will be required to oversee the successful implementation of all CSC student hiring processes and is required to:

  • Collaborate with all CSC team members on hiring needs and processes to create and streamline requirements
  • Communicate with students and staff regularly to support hiring
  • Generate all electronic payroll transactions
  • Maintain student personnel files and student staff rosters for academic year and summer session
  • Manage and process time sheets in Hopkins Engage, university’s community engagement platform, for semi-monthly payroll for each student employee
  • Act as liaison/troubleshoot between student employees, Student Employment Office, and Financial Aid Office.
  • Monitor federal work study wages and student staff expenditures annually

Department HR Administrator for Full Time Staff and Part-time Staff (10%)

The Analyst acts as a liaison for HR and Payroll content with the CSC and within Homewood Student Affairs. The successful candidate will:

  • Support the CSC in creating job postings for new department hires and preparing all hiring documents (department of 12 full-time staff)
  • Prepare annual salary increases and adjustments
  • Prepare documents and monitor any leaves of absence
  • Maintain knowledge of the University’s HR policies and procedures and keep staff informed of any important changes or useful information in HR/Payroll

Other Duties

    Participate as an active member of cross functional teams (programming, projects, events, and partnerships) to meet the overarching goals of the CSC Participate in university committees and meetings that support the work of the Center Serve as an advisor to student organizations, supporting their executive boards in navigating their community service and civic engagement

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree in Finance, Accounting, or other related field.
  • Preferably at least five years progressively responsible related financial/accounting
  • Experience in nonprofit, higher education, or financial management preferred.
  • Additional education (Master's in a related field) may substitute for required experience, and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Special Knowledge, Skills & Abilities:

  • Knowledge of SAP accounting system practices and implementation within the Hopkins environment desirable
  • Proficiency in MS Office Suite with preferred advanced knowledge in Excel, specifically of Pivot tables, formulas and other advanced tools and functions to compile, analyze and present financial data
  • Financial analysis experience including monitoring, organizing, controlling monetary and non-monetary resources.
  • Excellent oral, written, and verbal communication skills
  • Detail oriented
  • Ability to prioritize multiple deadlines and responsibilities
  • A strong interest in relationship building with varied and diverse stakeholders
  • Strong logistics management skills
  • A demonstrated understanding and enthusiasm for civic engagement, community outreach, public service and/or volunteerism
  • A demonstrated capacity to work effectively using a racial equity lens with persons of diverse backgrounds and to foster sensitivity in student life and in the community

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Starting Salary Range: $43,530 - $59,795 annually (commensurate with experience)
