Department Summary
Early Childhood CARES provides Early Intervention (EI) and Early Childhood Special Education (ECSE) services to infants, toddlers and preschool children in Lane County with developmental delays and disabilities.
Early Childhood CARES services include parent consultation, parent-toddler groups, specialized preschools, community preschool consultation, speech and language therapy, physical therapy and occupational therapy.
Early Childhood CARES is funded by the Oregon Department of Education with state and federal funds and is one of nine programs delivering EI/ECSE services across the state.

Position Summary
Administrative Program Specialist is the main hub of our organizational services providing daily recommendations, guidance, and support to our co-directors, staff and subcontractors on state and federal law.

  • This position is responsible for producing and submitting reports to ODE to document services provided to eligible children

  • Records custodian responsible for managing confidential student files

  • Provide daily support and guidance regarding policies, procedures and use of ecWeb data base

  • Provide research and data analysis to better support the agency high quality services to families of special needs children

  • Primary DHS & CASA liaison presenting Early Childhood CARES services

    You will be working independently while collaborating with our co-directors, program coordinators, and ecWeb project manager. This position is supervised by the Early Childhood CARES Business Manager.

    Minimum Requirements
  • Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules and regulations; administrative data collection and analysis; and evaluation of projects, processes and operations; OR
  • An equivalent combination of training and experience.

    One year of post-secondary education may be substituted for up to one year of the experience.

  • Demonstrated ability to write and edit policies and procedures.
  • Excellent written and verbal communication skills.
  • Excellent organizational skills and attention to detail.
  • Ability to respect and maintain confidentiality and adhere to HIPAA and FERPA privacy and security rules.
  • Ability to analyze, summarize and effectively present data.
  • Ability to prioritize multiple work assignments.
  • Ability to effectively provide training to individuals and groups.
  • Ability to work and solve problems independently as well as in a collaborative manner.

    Preferred Qualifications
  • Proficient in Excel, including sorting and filtering data and building reports.
  • Familiarity with Individuals with Disabilities Education Act (IDEA).
  • Experience working as a data administrator for an early intervention/early childhood special education agency or school district.
