Located in Greater Boston, MassBay is a comprehensive, open-access community college offering associate degrees and certificate programs on three campuses in Wellesley Hills, Framingham, and Ashland, Massachusetts.
Position Summary:

The Chief of Police/Director of Campus Safety & Security is responsible for the overall organization and management of the safety, law enforcement, and security operations of the College, helping to ensure the safety of the campus community, its visitors, and the college property. The Chief provides leadership and management of all administrative, personnel, and financial responsibilities for a 24-hour, 365 days per year operation for the College’s three campus centers (Wellesley Hills, Framingham, and Ashland) and will function as the College’s Chief of Police. The Chief supervises campus police officers, contract security, and any other department employees.
Key Responsibilities and Duties:
  • Develop and manage a comprehensive approach to security management to include short- and long-range plans and objectives to improve departmental services to the campus community;
  • Plan, establish, and monitor public safety, security, and emergency procedures appropriate for a state educational institution, to ensure compliance with local, state and federal policies, practices, laws, and regulations, and to help ensure the safety of employees, students, faculty, and visitors;
  • Manage, train, and coordinate the activities of campus police officers, contract security, and other department employees and interns to ensure duties are performed in conformance with established procedures.Oversee the planning and preparation of work schedules and payroll reporting, assignments, and patrols of campus, including enforcement of traffic and parking regulations.Plan training schedule for campus officers to ensure they meet required continuing education standards;
  • Responsible for the development, implementation and review of emergency action plans, procedures, and training;
  • Collaborate with local, regional, and state law enforcement and emergency response department/agencies, as well as other institutions of higher education, concerning areas of mutual interest such as training, safety, best practices, grant applications, emergency response, and crime prevention;
  • Work collaboratively with the police departments of Wellesley, Framingham, and Ashland; review and ensure MOUs are adhered to and propose changes as needed and/or required by State law;
  • Keep current on new developments in legislation, law enforcement, and government regulation which affect police and fire safety operations. A strong commitment to the College’s efforts in promoting equity, diversity, and inclusion;
  • Resolve complaints and enhance community relations by helping to ensure a department-wide commitment to a “Community Oriented Policing” philosophy through daily practice and specialized service programs promoting campus safety to meet the needs of the College community;
  • Develop, recommend, and implement standard operating policies, procedures, and programs designed to operate and enhance public safety within the College community;
  • Design, implement, and review safety and security awareness and crime prevention programs for students, faculty, staff, and visitors;
  • Develop in-service training programs to increase departmental efficiency in collaboration with Human Resources and the Division for Institutional Effectiveness and Strategic Initiatives;
  • Monitor and evaluate the performance of public safety personnel and contract security through observation and conferences and by reviewing reports and logs which may require occasional evening, overnight, and weekend work;
  • Develop and manage the departmental budget, including the management of major departmental contracts, including but not limited to the contract security contract;
  • Monitor buildings for safety issues and work collaboratively with the Facilities Department and respond to campus emergencies to ensure a safe overall physical environment;
  • Ensure proper maintenance of records and reports in compliance with College business practices and federal, state, and local regulations, including the reporting of crime statistics pertaining to the Clery Act and crime reporting requirements established by the Massachusetts State Police;
  • Serve on committees, task forces, and other related administrative functions as assigned, such as the Clery and Public Safety Committee (CAPS);
  • Collaborate in planning and execution of special events such as rallies, dignitary visits, and other non-routine occurrences;
  • Work actively with other areas of the College to ensure a spirit of college-wide collaboration, collegiality, civility, and teamwork;
  • Design, implement and evaluate large scale events such as Commencement;
  • Oversee the parking ticket protocols and appeal procedures as outlined in state law and College policy;
  • Compliance of the annual Mass State Police audit requirements.

Required Qualifications:
  • Bachelor's degree required; Master’s preferred.Preferred degree in law enforcement, emergency management, or criminal justice field (relevant military rank, experience, and training may be substituted for some of the educational requirement);
  • Minimum of eight to ten years of law enforcement experience to include a minimum of six years of progressively responsible supervisory experience in a law enforcement/ public safety/security/emergency management position, preferably at an institution of higher education. (relevant military rank, experience, and training may be substituted for work experience in law enforcement);
  • Must be certifiable as a Special Police Officer by the Massachusetts State Police within one year of appointment;
  • Must be certified in First Aid/Safety and CPR within 6 months of appointment;
  • Meet and maintain annual Mass State Police in-service standards;
  • Knowledge of the Student Right to Know Act (Jeanne Clery Act) strongly preferred;
  • Working knowledge and experience with filing a monthly Uniform Crime Report (UCR) as defined by federal law and required by Massachusetts State Police desirable;
  • A working knowledge of the practices and procedures of district court, superior courts, and the grand jury process of the Commonwealth;
  • Incident Command System training and experience;
  • Experience overseeing departmental budgets;
  • Knowledge of state and federal laws pertaining to crime, safety, and fire codes. Knowledge or experience with a Code of Conduct centered style of adjudication (relevant military experience and training may be substituted);
  • Excellent organizational, interpersonal, written, and verbal communication skills;
  • Business computer skills including Microsoft office suite, strong Excel skills, and ability to learn new software or database systems; law enforcement reporting;
  • Must be able to read, write, speak and comprehend moderately complex oral and written instructions in English; knowledge of a second language such as Spanish or Portuguese desirable
  • Must possess strong reading, writing, mathematical, and analytical skills;
  • Must have and maintain a current Massachusetts driver’s license;
  • Candidates may undergo a background investigation and will participate in driving records investigation, physical, polygraph, psychological, or other examinations at the College's discretion.

Working Conditions:
While performing the duties of this job, the employee is regularly required to: walk and stand for extended periods; lift up to 75 pounds unassisted; climb stairs; work outside in all types of weather; speak and hear; and use hands for multiple physical functions. The vision requirements include: close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus. Position requires regular viewing of computer screen.
Additional Information:
Salary Range: $100,000.00 - 110,000.00 Annual Salary
Classification Type: NUP
