Description

The Vice Dean for Research and Graduate Education (VD-RGE) is an integral member of the senior management team of the UW School of Medicine (SoM) and provides strategic oversight and central support for the UW SoM’s research and graduate education programs. This position reports to the CEO, UW Medicine/Executive Vice President for Medical Affairs and Dean of the University of Washington School of Medicine (CEO/EVPMA/Dean).

UW Medicine includes UW Medical Center (UWMC), Harborview Medical Center (HMC), UW Neighborhood Clinics (UWNC), Airlift NW (ALNW), UW School of Medicine (SoM), and UW Physicians (UWP). UW Medicine is also a founding member of the Seattle Cancer Care Alliance (SCCA) along with the Fred Hutchinson Cancer Research Center (FHCRC) and Seattle Children’s Hospital (SCH) and is a member of Children’s University Medical Group (CUMG) along with SCH. Faculty from UW Medicine are also responsible for clinical, teaching and research programs at VA facilities in Washington and Idaho. UW Medicine also partners with multiple other healthcare organizations joined with us in contracts with payers related to provision of value-based healthcare.

The UW SoM has one of the largest and most comprehensive biomedical research programs in the world. With more than 3,000 employed faculty members, research programs are organized in the SoM’s academic departments and in multiple multidisciplinary research centers and institutes. Outstanding graduate education programs are sponsored by the SoM’s basic science departments and also include several interdisciplinary PhD programs. In addition, the SoM leads an outstanding Medical Scientist Training Program for MD/PhD training and provides leadership for the University of Washington’s Institute for Translational Health Sciences. 

The Vice Dean for Research and Graduate Education works closely with other vice deans in the SoM and with senior leadership of UW Medicine, including UW Medicine’s chief medical officer and chief business officer. A summary of the key responsibilities of this position is outlined below. 

RESPONSIBILITIES
The VD-RGE is accountable directly to the CEO/EVPMA/Dean for the executive management of the UW SoM’s office of research and graduate education (RGE).  The VD-RGE provides executive leadership in the following areas within the UW SoM:

  • Promotes and supports the strategic development of UW SoM’s research and graduate education programs;
  • Promotes professionalism in all of the activities related to research and graduate education in the UW SoM; and
  • In coordination with the UW Medicine Office of Healthcare Equity, promotes and supports diversity, equity, and inclusion among faculty, staff, students, and trainees engaged in the SoM’s research and graduate education programs.

The VD-RGE also provides leadership in the following specific areas:

POLICIES, PROCEDURES, AND REGULATIONS

  • Ensures, in close coordination with the UW Medicine compliance program and the SoM Office of Administration and Finance, that research and graduate education programs comply with federal and state laws and University of Washington and UW Medicine policies, procedures, and regulations;
  • Partners with UW Medicine Compliance to comply with research billing regulations through the Clinical Trials Office; and
  • Represents UW SoM in University-wide research and graduate education policy issues.

SPACE MANAGEMENT

  • Oversees research space assignments and the assessment of the efficiency of research space utilization for the SoM, working closely with the CEO/EVPMA/Dean, Associate Dean for Finance and Administration, and the SoM Chief Financial Officer; and
  • Oversees with SOM Administration and Finance capital project planning, renovation and construction for research, administrative and education space.

RESEARCH AND EDUCATION

  • Assists in development and approval of centers and institutes for research and other UW SoM-wide research and graduate education activities;
  • Presents the research and graduate education programs of the SoM to the UW community, policy makers, government officials, and the public;
  • Oversees the preparation of reports and analyses of the research and graduate education activities;
  • Enhances the progress of SoM research programs through collaboration with industry, and assures compliance with policies governing relations with industry insofar as they relate to research or graduate education; and
  • Oversees aspects of relationships pertinent to research and graduate education with affiliated institutions and SoM research venues (e.g., the Fred Hutchinson Cancer Research Center, the Veterans Administration of Puget Sound, the Seattle Institute for Biomedical and Clinical Research, Bloodworks Northwest, Seattle Biomedical Research Institute, and Seattle Children’s Research Institute.

SPONSORED RESEARCH

  • Works closely with the UW Medicine Chief Medical Officer to ensure a supportive and robust environment for clinical and translational research in UW Medicine’s owned, operated, affiliated and associated clinical care venues;
  • Attends to the particular needs of the research communities at each of the principal UW SoM research venues (viz, UW Campus, Harborview Medical Center and South Lake Union);
  • Oversees the Office of Clinical Research Budgeting and Billing and Clinical Trials Office;
  • Oversees the Institute for Translational Heath Sciences;
  • Reviews and approves research and graduate education grant and contract proposals;
  • Interfaces with the UW Office of Technology Transfer;
  • Interfaces with the UW Office of Research and its subsidiary units;
  • Oversees the UW SoM’s role in the Comprehensive Cancer Center grant operated jointly with the Fred Hutchinson Cancer Research Center;
  • Assists the Office of the Provost in research misconduct investigations, coordinating with the Director of Personnel Policy; and
  • Works closely with the Vice Dean for Academic, Regional, and Rural Affairs to promote research collaboration among scientists at the WWAMI (WA, WY, AK, MT, ID) sites.

EDUCATION

  • Oversees graduate education policy including the SoM’s departmental PhD programs, the MD/PhD program, academic master’s degree programs and interdisciplinary PhD programs;
  • Oversees the Medical Scientist Training program;
  • Interfaces with the UW Office of Health Science Administration and its subsidiary units;
  • Interfaces with the UW Graduate School; and
  • Supports diversity, equity, and inclusion goals within graduate education programs.

OTHER DUTIES

  • Convenes and chairs the Basic Science Chairs Committee and the Council on Research and Graduate Education;
  • Has signature authority for instruments related to material transfer agreements and limited data set use agreement;
  • Sponsors and conducts workshops, seminar series, and symposia; and
  • Facilitates faculty award and prize nominations.
  • Represents the SoM's positions and interests regarding research and graduate education on University-wide boards, committees and task forces.
  • Contributes to the resolution of significant issues involving individual SoM researchers or research operations, and significant graduate education issues involving individual trainees that require escalation above the departmental level.

The Associate Dean for Translational Health Sciences and the Associate and Assistant Deans for RGE report to the Vice Dean. The Director of Facilities has a dual report to the Vice Dean and the Associate Dean for Administration and Finance.

JOB CHARACTERISTICS
The VD-RGE delegates to and supervises the activities of assistant and associate deans and professional staff to facilitate the execution of the job responsibilities. The VD-RGE must have a comprehensive knowledge of:

  • University of Washington policies and procedures relating to graduate education, grants and contracts management, scientific integrity, human subjects review, biosafety, radiation safety, and the use of animals in research;
  • UW Medicine policies and procedures, including policies related to professional behavior and conflict of interest;
  • State and UW facilities management policies and requirements; and
  • Federal, State, and UW compliance laws, regulations and policies affecting UW SoM faculty, staff, and programs in the area of biomedical research and graduate education.

The VD-RGE will have frequent written and oral interactions with the senior executives and professional staff within UW Medicine and with faculty and professional staff in central University of Washington offices related to research and graduate education. The VD-RGE will develop appropriate standards and effective procedures to ensure the appropriate accountability of each functional area of responsibility.

FACULTY APPOINTMENT
This position will have a faculty appointment in one of the School of Medicine department’s appropriate for background and experience. This is a 12-month service period position (July – June) with an anticipated start date in early 2022. 

Qualifications

EDUCATIONAL REQUIREMENTS

Either a PhD degree (or foreign equivalent) in a field of biomedical science or an MD or DO degree (or foreign equivalent) including a significant research training component is required.

WORK EXPERIENCE REQUIREMENTS

Minimum of 10 years of senior-level faculty and/or executive experience preferably in an academic medical center or public university setting. In addition, the VD-RGE must have 15 years of direct experience as a research scientist in an academic medical center and have 15 years of experience with (PhD) graduate and postgraduate education and training.
