Job Summary

The HR Manager, Employment Services will lead and direct the routine functions of the Human Resources (HR) Employment Services department. The HR Manager, Employment Services organizes and executes recruiting and placement strategies while working with hiring managers to ensure a strong pool of qualified candidates to fill open positions. The HR Manager partners with the leadership team to understand and execute the organizations human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning, provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise, manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants; collaborates with departmental managers to understand skills and competencies required for openings, maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews employment policies and practices to maintain compliance. Areas of responsibility include recruitment and selection, onboarding, and the full employment cycle. The HR Manager reports to the Director of Employee Engagement and Inclusion and supervisors four (4) staff members.

Required Qualifications

Bachelor’s degree in business, administration, human resources, psychology, or other relevant field of study. Five years of experience in human resources and 1 year of supervisory experience. Functional experience working with an integrated HRIS system, such as Banner, PageUp or other HRIS.

Additional Knowledge, Skills and Abilities:
Knowledge of principles and practices of human resources management
Ability to understand and apply rules and regulations relating to HR management for a public institution
Ability to plan, organize, and supervise the work of two employment specialist and two HR generalist
Effectively interpret and apply complex laws, contract language, rules, regulations, and policies, and develop working solutions
Ability to prepare and present comprehensive, concise, clear oral and written reports
Ability to establish and maintain a cooperative, productive, and effective working relationship with staff
Demonstrates a commitment to the value of diversity and inclusion

Preferred Qualifications

Advanced degree in business, administration, human resources, psychology, or other relevant field of study.
Experience in an educational environment, government entity, or non-profit.
